Program Manager I. Limited term position. Initial term through December 31, 2027; may be extended depending on funding. Limited Term positions receive health, leave, and other benefits similar to regular employees.
Stop Waste is a public agency committed to advancing environmental sustainability and building healthy, equitable, climate-resilient communities in Alameda County and beyond. Our work focuses on waste prevention and material circularity, strengthening community food systems, and accelerating construction innovation and a clean energy transition in buildings. We design programs to foster equity and environmental stewardship through partnerships and innovation.
The PositionHoused within Stop Waste's Built Environment team, this position supports energy and resource efficiency in the Bay Area construction sector. Services include incentives and technical assistance, circular economy infrastructure and pilot projects, building labeling, engagement, policy support, advocacy, and research. Funded through the Bay Area Regional Energy Network (BayREN), this role supports innovative energy efficiency and building electrification in Alameda County and the greater nine-county Bay Area region.
The Program Manager I will primarily support BayREN's Green Labeling and Multifamily programs and the Home Energy Score California program.
The Green Labeling program educates real estate and design professionals on energy efficiency and electrification benefits for business and clients. The Bay Area Multifamily Building Enhancements Program (BAMBE) provides technical assistance and rebates for energy efficient upgrades and decarbonization. The Home Energy Score (HES) California program expands the Bay Area HES program to promote energy information literacy in homes. The PM I's responsibilities include assisting with program management and implementation, working with consultants, supporting pilot projects, coordinating with local government sustainability staff, supporting research, and building relationships with key stakeholders.
Job Responsibilities- Support successful program implementation by coordinating with consultants, working with county partners, and managing contracts.
- Assist with in-person events (e.g., real estate trainings, HES Assessor bootcamps, renter engagement workshops) and represent BayREN at conferences and public convenings.
- Assist with development and implementation of pilot programs, expansion of program activities, and other innovative efforts to increase participation and meet program and local/state climate goals.
- Manage data requests and assist with regulatory filings and reporting of program metrics.
- Conduct outreach for Green Labeling and HES California to a variety of audiences (local governments, homeowners, community organizations, workforce partners, and real estate/construction stakeholders).
- Support BAMBE program operations, including reviewing and tracking projects, processing rebate checks, updating internal documents, and leading research and evaluation tasks.
- Provide support for additional BayREN programs within Alameda County.
- Ability to work a minimum of two days per week in person and telework up to three days per week, subject to agency needs and project lead approval.
- Ability to work a flexible schedule to accommodate evening and weekend events (virtual and in-person) as necessary.
Consistent with the Program Manager I job description, any combination of experience and education/training that would likely provide the required knowledge and abilities is qualifying.
Education and Experience:
- Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in architecture, urban planning, environmental science, public policy, engineering, construction, or a closely related field.
- A minimum of two years of increasingly responsible professional experience in green building, energy efficiency, public policy, climate planning, housing development, program management, or related area.
Skills and experience:
- Ability to work in a self-directed, timely manner while implementing solutions collaboratively.
- General understanding of public agencies and housing, climate, and/or energy policy in California.
- Strong analytical and critical thinking skills with the ability to organize data, generate insights, and anticipate challenges and opportunities.
- Experience in managing or participating in diverse coalitions and developing strategic partnerships.
- Proficient in Excel, Word, and PowerPoint; strong written and verbal communication.
- Highly organized with the ability to prioritize tasks in a dynamic environment.

- Knowledge of how energy issues intersect with equity, health, and housing.
- Previous government or program management experience.
- Technical knowledge of energy efficiency, electrification, and building systems.
