Department Overview

The Retirement Administration Service Center (RASC) counsels members of the University as they transition into retirement and provide long-term pension and retirement health benefits support.

Position Summary

The Benefits Analyst 3 manages complex retirement and pension cases, ensuring compliance with policies, procedures, and regulatory requirements. This role requires strong analytical skills, judgment, and the ability to resolve non-standard issues with minimal guidance. The BA3 provides subject matter expertise, supports process improvements, and serves as a resource and mentor to analysts. This is a hybrid position with three days a week on site in Oakland, CA.

Key Responsibilities
  • 25% As the subject matter expert, reviews, validates, and processes complex member applications and documents for completeness, accuracy, and compliance. Provides in-depth counseling to members on retirement and pension inquiries, explaining complex benefits information clearly.
  • 25% Processes applications related to retirement, survivor/beneficiary, insurance, and disability benefits. Resolves escalated or non-standard issues, applying policies and exercising judgment with minimal supervision.
  • 25% Ensures data integrity across retirement systems, performing advanced analysis to identify and correct discrepancies.
  • 15% Collaborates with cross-functional teams to improve processes, implement solutions, and share best practices. Mentors and trains junior analysts, providing guidance and feedback to build team expertise.
  • 10% Leads portions of audits and reviews by preparing documentation, analyzing findings, and recommending corrective actions. Identifies opportunities for operational excellence and actively contributes to continuous improvement initiatives.
Experience

Minimum 5 years’ experience in Benefits, Pension Plans, or other relevant roles.

Skills & Abilities
  • Advanced expertise in retirement and pension benefits administration, including defined benefit plans and complex eligibility rules. Requires extensive knowledge of UCRP plan rules and regulations.
  • Strong ability to interpret and apply policies, procedures, and regulatory requirements (e.g., ERISA, IRS, UC policies).
  • Highly skilled in analyzing complex data and trends to support decision-making and improve program effectiveness.
  • Excellent communication and counseling skills, with the ability to convey complex benefits information clearly to diverse audiences.
  • Strong skills in payroll, calculations, Excel, compliance, and audit.
  • Close interactions with Policy, campuses, and Benefit Accounting. Proven ability to independently manage multiple priorities and resolve escalated issues in a fast‑paced, service-oriented environment.
  • Ability to mentor, train, and support colleagues, fostering knowledge sharing and team development.
  • Demonstrated capacity to influence process improvements and contribute to organizational excellence.
Education

Bachelor’s degree in a related area and/or equivalent experience/training.

Compensation

Grade 21, Payscale: $93,000 - $103,800.
