Position Information

Job Title: Staff Assistant (Temporary Position)

Time Base: Up to 40 hrs/week as needed

Compensation: $20.77 - $26.22

The Staff Assistant/Benefits performs clerical and technical work providing administrative and technical support to the department and supports the office and service to employees and external business partners.

Responsibilities
  • Provide administrative support for the Benefits Office in benefits administration, enrollment processing, record keeping and information distribution to vendors, District employees, retirees and external agencies and internal constituents.
  • Serve as a resource to managers, faculty and staff, unions and the public by relaying messages, answering questions, clarifying information, responding to requests, resolving problems, and explaining policies and procedures. Screen calls and take messages as needed.
  • Assist the Benefits Manager in administering the District’s benefit plans (health, dental, vision, life, TSA, COBRA); provide new employees information and enrollment decisions; process enrollments and changes and enter enrollment data.
  • Initiate and process requisitions for invoices, supplies, and equipment; maintain records for invoices and vendor files.
  • Research, compile statistics, analyze data, and handle confidential matters including employee and retiree information.
  • Audit monthly insurance claims, prepare invoices for claims payments and remit to accounts payable; reconcile vendor billings to HR data.
  • Assist with benefits related expenses monitoring, including allocations, expenditures, and internal accounting systems.
  • Establish and maintain extensive file systems and support TSA and retiree health plan administration.
  • Coordinate department calendars, meetings, workshops and appointments; prepare presentations and reports as needed.
  • Maintain communication channels by updating websites, list serves and data security files; take/transcribe meeting minutes and post to HR/Benefits site.
  • Coordinate with Information Technology and Facilities on service requests; operate standard office equipment; provide general HR/Benefits department support as needed.
  • Perform other related duties as assigned.
Minimum Qualifications
  • Three (3) years of clerical and technical experience in general office work, or an equivalent combination of training and experience.
  • Proficiency with standard office software (MS Word, Excel, Outlook, PowerPoint), email, and office equipment; ability to type accurately; a word processing/spreadsheet skills assessment may be given.
  • Ability to maintain confidentiality and handle sensitive personnel matters with tact and diplomacy.
  • Understanding of and respect for diverse backgrounds of community college students.
  • Desirable Qualifications
    • Associate’s or Bachelor’s Degree in business, education or related field.
    • Experience in a community college environment and/or HR Benefits.
    • Experience with medical billing and handling confidential information.
    • Strong English, reporting, and customer service skills; ability to interpret and apply HR benefits policies and collective bargaining agreements; ability to meet deadlines under pressure.
    • Familiarity with ERISA, COBRA, Section 125, 403(b) and 457 plans; knowledge of open enrollment processes.
    • Ability to establish cooperative relationships and communicate effectively in writing and orally.
    Other Requirements
    • Occasional physical activities as listed (standing, walking, stooping, kneeling, lifting up to 15 lbs, etc.) and frequent rapid pace; occasional climbing of stairs; frequent use of vision, hearing, and manual dexterity; flexibility to respond to multiple demands.

    Temporary, non-academic employees are enrolled in APPLE (Accumulation Program for Part-time and Limited-service Employees). 3.75% employee contribution matched by the District.
