Position Overview

Project IKE is seeking a qualified Estimator responsible for developing and maintaining high‑level, facility‑wide cost estimates, including consolidation of total CAPEX and OPEX across all project scopes.

This role will lead the integration of multi‑discipline cost inputs into a single program‑level estimate and will work closely with EPC contractors and major vendors to validate detailed estimate data, assumptions, execution strategies, and risk allowances.

The Estimator will ensure alignment between owner‑level cost models and contractor estimates, providing independent analysis, benchmarking, and reconciliation to support investment decisions, funding approvals, and project controls.

• Facility‑Level Estimating & Cost Integration:
  • Develop and maintain program‑level and facility‑level cost estimates covering all major systems, infrastructure, indirects, and owner’s costs.
  • Consolidate total CAPEX and lifecycle OPEX estimates across engineering, procurement, construction, commissioning, and operations support.
  • Integrate inputs from multiple scopes, contracts, and project phases into a single normalized cost model.
  • Establish and manage estimate WBS/CBS structures aligned with project controls and financial reporting.
• EPC Interface & Estimate Reconciliation:
  • Work directly with EPC contractors to review detailed estimates, pricing methodologies, labor norms, and indirect cost structures.
  • Perform estimate validation, benchmarking, and reconciliation between owner and contractor cost models.
  • Lead estimate review workshops and challenge sessions to ensure scope completeness and cost realism.
  • Evaluate contractor change order pricing, cost growth, and trend impacts at the program level.
• Cost Analysis & Risk:
  • Develop parametric and factored estimates for early‑phase decision support.
  • Support risk‑based estimating, contingency development, and scenario analysis.
  • Analyze cost drivers, escalation, productivity assumptions, and market conditions.
• Project Controls Integration:
  • Align estimates with budgets, forecasts, and cost reports.
  • Support technical packages estimates, stage‑gate approvals, and investment memoranda.
  • Maintain estimate basis documentation and version control across project phases.
