Overview

C-Suite Project/Program Executive – Complex Capital Project – Oak Ridge, TN

I’m looking for a seasoned executive to lead the execution of a greenfield, highly regulated, capital-intensive, complex infrastructure project, with the site being based in Oak Ridge, TN.

You will carry full executive accountability for delivery of a complex facility through licensed design, EPC execution, commissioning, all the way through to operations, with multiple prime contractors and deeply coupled technical interfaces. The program is multi-billion in scale, nationally strategic, and backed by long-term demand.

• Full accountability for a large-scale, first-of-its-kind industrial facility across licensing, detailed design, construction, commissioning, and transition to operations
• Oversight of EPC execution, contract strategy, change control, and claims management
• Integration of engineering, procurement, construction, QA/QC, safety, safeguards, cybersecurity, and physical security requirements
• Ownership of schedule, cost, risk, configuration management, and performance metrics across multiple work streams
• Executive interface with U.S. federal and state regulatory bodies throughout the project lifecycle
• Leadership of a multi-disciplinary organization including project, technical, and operations executives

• 15 years leading large, complex, capital construction projects in a regulated industrial environment
• Direct experience delivering facilities under stringent licensing and compliance frameworks – Experience in construction or expansion of a facility.
• Strong grounding in project controls, interface management, and contractor governance, particularly interfacing and managing EPC partners.
• Demonstrated knowledge of commercial construction practices & planning
• Backgrounds in nuclear, energy infrastructure, advanced manufacturing, or comparable sectors are highly applicable
