Neighborhood Programs Manager

Full‑time position within the Village of Oak Park. Posted until filled, with the first review on January 21, 2026.

Position Summary

Manages the Neighborhood Programs Division of the Neighborhood Services Department, including the Village’s housing licensing and registration programs, housing rehabilitation, ownership, fair housing, and development programs (including the Housing Trust Fund). Provides complex staff assistance to the Director of Neighborhood Services and works with external agencies to meet community housing goals.

Responsibilities
  • Coordinate the organization, staffing, and operational activities for the Village’s rental licensing program, condo registration program, short‑term rental licensing program, and vacant building registration process.
  • Coordinate the organization, staffing, and operational activities for the Village’s housing rehabilitation, ownership, fair housing, and housing development programs, including the Housing Trust Fund.
  • Participate in the development and implementation of goals, objectives, policies and priorities for the Division; recommend and implement policies and procedures.
  • Research, develop and propose new policies, programs and regulations to meet community goals related to housing.
  • Prepare, monitor and enforce multiple contracts with service providers and consultants.
  • Identify opportunities for improving service delivery methods and procedures; determine resource needs and collaborate with management staff to implement improvements.
  • Direct, coordinate and review the work plan for the Division; assign work activities and projects, monitor workflow, review and evaluate work products and methods, and meet with staff to resolve problems.
  • Select, train, motivate and evaluate Division personnel; provide or coordinate staff training and implement discipline and termination procedures as needed.
  • Participate in the development and administration of the Division budget; forecast funding needs, monitor and approve expenditures and recommend adjustments.
  • Provide staff assistance to the Director of Neighborhood Services; participate on committees; prepare and present staff reports and correspondence as needed.
  • Coordinate Division activities with other divisions, outside agencies and organizations.
  • Attend professional group meetings; stay abreast of trends and innovations in community development.
  • Monitor the Division’s performance measures and report progress to the Director within established deadlines.
  • Perform other duties and responsibilities as assigned.
  • Qualifications
    • Five (5) years of increasingly responsible experience in housing programs and/or housing policy, plus at least one (1) year of supervisory experience.
    • Bachelor’s degree from an accredited college or university with major coursework in real estate, business management, urban planning, public administration, accounting, economics or a related field; a combination of education and experience that is equivalent will be considered.
    • Knowledge of municipal budget preparation and control, housing rehabilitation grant and assistance programs, community development block grant programs, and applicable federal, state and local laws and anti‑discrimination policies.
    • Ability to manage, coordinate and evaluate staff; prepare and administer complex budgets; develop and enforce policies; communicate clearly in writing and orally to a diverse audience; and maintain availability for evening and weekend meetings.
    Benefits and Compensation

    Annual salary range $85,707 – $124,275 (Grade 7). Anticipated hiring range $85,707 – $104,991 plus DOE.
