Overview

EMAS is pleased to announce an exciting opportunity for the post of EPRR Manager. The role is diverse, complex, and challenging, including planning and organising, developing and maintaining close working relationships internally and externally, and acting as expert advisor on all aspects of EPRR.

The successful candidate will have experience within the field of emergency management and business continuity and will be instrumental in delivering the EPRR core standards. The position has full leadership and development support from the Head of EPRR, with autonomy expected and afforded to the role.

Responsibilities
  • Ensure the East Midlands Ambulance Service can effectively manage an event or situation that threatens serious damage to human welfare in the UK, or threats to UK security such as war or terrorism as stated in the Civil Contingencies Act.
  • Ensure the Trust is compliant with all applicable EPRR doctrine and contractual standards, and evidence this through robust governance procedures.
  • Fulfill the role of expert advisor for the Trust in all aspects of EPRR including CBRN preparedness and response as part of the EPRR Team.
  • Prepare, develop, test, and evaluate plans for specific threats and events identified by the Trust or local community risk registers.
  • Participate in multi-agency forums to ensure robust arrangements for efficient and effective ambulance service response in the event of a specialist or major incident, including event planning.
  • Provide NILO (National Incident Liaison Officer) advice to commanders at Operational, Tactical, and Strategic command levels as required.
  • Stay up to date with local, regional, and national civil contingencies issues; research and recommend policy or practice changes as required to the Head of EPRR.
  • Assist in planning, delivery, and debriefing of internal and multi-agency training, exercises, and awareness sessions supporting EPRR activities.
Team and Location

The EPRR team is a small team working with many departments within the Trust. There are 8 EPRR Managers across 5 Divisions of the Trust, EOC, Business Continuity, and Command Education. The post is primarily based in Northamptonshire, with location discussed vel to different locations within the Trust and to external partners is required.

Role Characteristics

The role is highly variable; strong time management and organisational skills are essential. The post holder will prepare, implement, test, and evaluate the Emergency plans for East Midlands Ambulance Service NHS Trust. You will assess risks associated with public events within or impacting the Trust area and contribute to licensing arrangements where appropriate, including liaison with Safety Advisory Groups.

Compliance and Planning

Ensure that the Trust Major Incident Plan and other key plans are compatible with other health and Emergency service plans and meet statutory requirements of the Civil Contingencies Act 2004. Plan and coordinate multi-agency exercises to test emergency plans and procedures. Ensure staff and managers have sufficient competence to deal effectively with emergency incidents. Support preparedness for responding to and mitigating effects of Chemical, Biological, Radiological or Nuclear (CBRN) or Hazardous Materials (Hazmat) incidents.

Ensure capacity and preparedness to deal with High Consequence Infectious Disease and Pandemics. In liaison with the Trust Business Continuity Manager, contribute to Business Continuity delivery within divisions. Produce, update, and liaise with partner agencies on site-specific plans in line with national and statutory requirements. Represent the Trust at multi-agency EPRR meetings as required. Propose updates to Trust plans to maintain compliance with relevant legislation and EPRR best practice.

Participate in the EPRR NILO on-call rota to provide specialist support and advice to incident commanders in major or specialist incidents. Produce and update site-specific plans in line with CIMAH and COMAH regulations. Liaise with divisional operational management teams on all EPRR matters.
