Status: FLSA Exempt, 40 hours per week, non- union position
Hours: Monday through Friday 7:30am - 4:00pm
Salary: Grade S-13:
Minimum Starting Salary $42.57/hr
General Summary
:
Under the direction of the Assistant Superintendent, this position is responsible for performing the full range of customer service functions and supporting the Towns’ utility billing operation for electric, broadband, and water/sewer services. This position is also responsible for supporting the Financial and Accounting functions of the Norwood Light Department as directed.
Essential Job Functions:
- Provides assistance to the Assistant Superintendent in department management, daily customer service and financial activities.
- Performs administrative and technical work of a highly difficult and responsible nature dealing with all aspects of the planning, budgeting, and operations of the department.
- Displays expertise in the understanding of the billing system including detailed account analysis, adjustment processing and meter changes.
- Responsible for overseeing delinquent accounts for all utilities including shutoffs, bad debt, liens, collections and bankruptcies. Schedule auto-generated calls to delinquent customers as needed.
- Manage billing operations in the absence of the Assistant Superintendent including electric, water/sewer and broadband billing.
- Process auto-payments via ACH and credit card, discount forfeitures and interest charges as scheduled.
- Oversee department payroll and attendance records.
- Oversee special projects as needed (i.e. MTU issues, broadband initiatives, system conversions and online portals).
- Act as liaison between Light Dept. and other Town departments.
- Assist with supervision and training of department staff.
- Processes adjustments, payments, and meter readings as required.
- Oversee and understand all aspects of payment/deposit posting and daily reconciliation.
- Work with lawyers, consultants, and DPU as necessary relating to litigation, Freedom of Information, personnel, termination of service and other issues.
- Review monthly electric and water billing and collection data. Works with other divisions to obtain accurate billing data, such as electric readings from AMI system, water readings from AMR system, and Broadband billing data.
- Work with billing vendors to ensure all bills and bill inserts are issued timely and accurately. Responsible for electronic management of statements, notices (shutoff, lien and collections).
- Works with bill outsourcing vendor(s) to ensure all bills are issued timely and accurately. Responsible for electronic management of records and storage of required documents.
- Bachelor’s degree in Business related area – Management/Finance/Accounting
- Accounting, utility billing, accounts payable and payroll experience, preferred
- Strong software skills and ability to learn new systems
- Ability to communicate technical information in an effective, non-threatening manner
- Planning, management, organizational and supervisory skills
