The State of Connecticut, Department of Transportation  qualified agency employees to apply for the position of Transportation Maintainer 3 (Payloader Operator) at the Occum Maintenance facility, Norwich, CT.

Eligibility Requirements

Candida­­tes must hold a current and valid Commercial Driver’s License (CDL) with tank endorsement. Applicants invited to interview will be required to produce a copy of their current valid CDL Class A or B with the tank endorsement and a valid Medical Examiner’s Card (MEC) at the time of interview.

Incumbents must be willing to accept assignment to emergency duties, including snow and ice removal, and be available for mandatory winter overtime from November 1 through April 30. They must also reside within a 20‑mile radius of the posted job location and be willing to respond to storm events, including staying at work for several days, holidays, or weekends.

Applicants must bring a copy of their Master Application at the time of interview. A practicum will be conducted to evaluate skills and qualifications as part of the interview process.

The Role

The Maintainer 3 (Payloader Operator) is a key operational role responsible for ensuring safe and efficient highway operations.

Responsibilities include:

  • Snow and ice operations
  • Accident response
  • Paving and pothole repair
  • Road sweeping and roadside upkeep
  • Installing and repairing guardrails and drainage
  • Tree removal
  • Operating and maintaining construction equipment
Job Class – Nature of Work

This class is accountable for performing a variety of skilled tasks at less than the journeyperson level in the construction, maintenance and repair of state roadsides, roadways, bridges, airports and other departmental facilities; operating and maintaining complex mechanical equipment; and working as a skilled mechanic at less than the journeyperson level.

Examples of Duties
  • Operate trucks such as elevation platforms, line marking machines, concrete saws, core drills, flail mowers, airport snow fighters, front‑end loaders, hand‑operated pavement marking machines, mechanical catch basin cleaning units, power‑driven rollers, sweepers, shotcrete machines, tilt‑bed trailers, post pounder (driver only), Vactor (driver only), track‑mounted skid steers with various attachments.
  • Perform tasks including drainage pipe setting, driving wing trucks with plows during snow and ice operations, skilled work in construction, maintenance, mechanical repair, electrical, carpentry, masonry, welding, automotive and heavy equipment mechanical repair, plumbing, painting, test boring, skilled tree climbing, inspection of VIP projects, district office radio operation (backup), service patrol, sign erector (general), pothole patcher operation.
  • May supervise a materials management stockroom and assist the Transportation Maintenance Manager in preparing and checking reports.
  • Assist in fire and/or crash emergency responses at state‑owned airports, radio monitoring, escort vendors and contractors in secure areas (state‑owned airports only).
Knowledge, Skills, and Abilities
  • Considerable knowledge of construction, maintenance, and repair techniques for roadsides, roadways, bridges, and airports.
  • Knowledge of processes and materials in construction and maintenance trades.
  • Oral and written communication skills.
  • Ability to use and perform ordinary repairs on complex mechanical equipment.
  • Ability to operate equipment listed in the attached Addendum, keep shop records, prepare reports, and use shop tools and equipment.
  • Ability to follow written and oral instructions and utilize computer software.
Minimum Qualifications – General Experience

Two (2) years of experience in construction, landscaping, commercial driving, snow plowing, maintenance and repair of roadsides, roadways, bridges or airports; experience operating and caring for mechanical equipment; or work in one of the recognized maintenance trades.
