Overview

Under general direction and within guidelines set by policies, rules, and regulations, this position is responsible for performing semi-skilled manual work functions and/or operating light equipment associated with various installation, repair, and maintenance projects for the Utilities Department.

ESSENTIAL JOB FUNCTIONS
  • Performs manual work functions associated with construction, maintenance, and repair of water/sewer lines and meters, specifically: locating water/sewer lines/meters, digging holes or trenches, installing or repairing pipe.
  • Operates and maintains light equipment, machinery, and tools used in construction, maintenance, and repair of water/sewer linear and process assets.
  • Cleans and maintains water/sewer distribution and collection facilities, lines, and systems; cleans/maintains water/sewer lines; washes basins and pump rooms; cleans sludge beds.
  • Assists water and wastewater treatment plant staff as needed in plant operations and maintenance.
  • Performs other reasonably duties in a safe manner as assigned by immediate supervisor or other supervisors as required.

Education and Experience:

High school diploma or equivalent with one (1) to three (3) months related experience and/or training; or an equivalent combination of education and experience.

Qualifications:

  • Must be able to work overtime and call outs as needed.
  • Possession of a valid, State of Alabama driver’s license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.

Knowledge, Skills and Abilities:

  • Knowledge of the traffic laws, ordinances and rules involved in the operation of motor vehicles.
  • Knowledge of occupational hazards and applicable safety precautions in general construction and maintenance operations particularly as these requirements relate to work around construction equipment, trench excavations and traffic areas.
  • Knowledge of City ordinances, policies, and procedures.
  • Knowledge of modern office practices and procedures.
  • Knowledge of Microsoft Office (Word, Excel, PowerPoint, and other similar programs).
  • Skill in the operation of various types of light equipment normally used in construction of Utilities projects including pipe and concrete saws, mechanical tamps, etc.
  • Skill in planning and organizing work.
  • Skill in utilizing such office equipment as a calculator, typewriter, facsimile machine, and copier.
  • Skill in interpersonal relations; establish and maintain effective working relationships with fellow employees and the general public.
  • Skill in verbal and written communication.
  • Skill in the use small office equipment, including copy machines or multi-line telephone systems.
  • Skill in using computers for data entry, word processing, and/or accounting purposes.
  • Ability to perform heavy manual labor for extended periods of time, under unfavorable climatic conditions.
  • Ability to comprehend and follow specific oral instructions.
  • Ability to work overtime and call outs as needed.
  • Ability to work safely and effectively on garbage collection vehicles and other vehicles.
  • Ability to mount or dismount various types of vehicles.
  • Ability to move freely in, out and around storm sewers, drainage systems and construction sites.
  • Ability to organize and communicate effectively.
  • Ability to work independently with minimal supervision.
PHYSICAL DEMANDS

The work is heavy work which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:

  • Balancing:
    Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Feeling:
    Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Grasping:
    Applying pressure to an object with the fingers and palm.
  • Sitting:
    Particularly for sustained periods of time.
  • Handling:
    Picking, holding, or otherwise working, primarily with the whole hand.…
