Overview

This Accountant position is located in Fiscal Service at the Leeds - MA VA Medical Center location. This is a Full-Time position at 40 hours per week. DIRECT HIRE AUTHORITY:
This position is being filled using Direct-Hire Authority (5 CFR 337.205) for this occupation.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Basic Occupational Requirement:
Degree in Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR a Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include one of the following: twenty-four semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); a certificate as Certified Public Accountant or Certified Internal Auditor obtained through written examination; or completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours) but not fully satisfying the 24-semester-hour requirement, provided that (a) the applicant has worked at the full-performance level in accounting, auditing, or related field;

(b) a panel of at least two higher-level professional accountants or auditors has determined the applicant has knowledge that equals the breadth, depth, currency, and level of advancement normally associated with completion of the 4-year course of study; and (c) except for the 24 semester hours requirement, the applicant's education, training, and experience fully meet the requirements. You must qualify based on experience and/or education as described below:
To Qualify at the GS-09 level:
Specialized

Experience:

One year of specialized experience equivalent to at least the next lower grade GS-07 in the organization. Examples include identifying accounting errors and variances and providing analysis and recommendations; internal financial auditing and development of required financial reports; reconcile, compile, verify, and disseminate billing information. OR

Education:

applicants may substitute education for the required experience (2 years of progressively higher level graduate education leading to a master’s degree or equivalent). OR Combination: a combination of specialized experience and education beyond post-high school education to meet total experience requirements at the GS-09 level. To Qualify at the GS-11 level:
Specialized

Experience:

One year of specialized experience equivalent to at least the next lower grade GS-09, including analyzing and interpreting routine information, coordinating with others, processing financial transactions, verifying information, and preparing operating changes. OR

Education:

3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. OR Combination: a mix of specialized experience and education beyond a master’s degree. Experience may include paid and unpaid work, including volunteer service, and credit is given for all qualifying experience.

Preferred Experience:

Use of electronic accounting systems and generating reporting from electronic accounting systems.

Note:
