Overview

The Utilities Engineering Division Manager oversees and provides direction to the Engineering Division of the Utilities Department including management of capital improvement program, development review, infrastructure inspections, engineering, and project management. Position reports to the Assistant Utilities Director.

Responsibilities
  • Manages the operations of the Engineering Division, including developing short- and long-range goals, objectives, capital improvement, and operating budgets, and coordinates with other departments and agencies.
  • Directs, plans, organizes, manages, and supervises all activities of personnel involved in Engineering Division.
  • Directs Engineering Division on complex projects, including defining scope, selecting consultants, negotiating contracts, amendments and change orders, preparing and monitoring project schedules.
  • Oversees the preparation of preliminary and final designs and construction plans, cost estimates, bid specifications, and engineering reports for projects.
  • Plans, directs, and conducts major special studies and projects as assigned and supervises the preparation and presentation of reports, findings, and recommendations.
  • Reviews and evaluates development plans submitted by developers, landowners, and engineers for adequacy of application and conformance to City Standards.
  • Manages, organizes, administers, and implements the annual Capital Improvement Plan and budget.
  • Oversees preparation of Standard Operating Procedures, engineering documents, agreements, maps, legal descriptions, resolutions, and ordinances.
  • Manages the training of all personnel involved in the areas of responsibility.
  • Maintains accurate and detailed system records; ensures compliance with all applicable local, state and federal regulations.
  • Participates in the selection, promotion, appraisal, and discipline of division personnel.
  • Pursues grant opportunities and grant management pertaining to Utilities engineering projects.
  • Contributes to the creation of departmental presentations and may present for Commission meetings, other formal conferences, regulatory agencies, etc.
  • Provide support for the Operations division through communications to understand their needs in meeting operational, compliance, and health & safety goals.
  • Manage consultant teams, including selection, contract administration, and review of work during the project studies, design, permitting and construction phases.
  • Manage the City’s responsibilities for construction administration, including response to RFIs, review and processing of change order requests, and review and approval of invoices.
  • Monitors all division activities and advises Assistant Director and Director of Utilities on same.
  • In the absence of other managers within the Utilities Department may be assigned to manage those departments on a temporary basis.
  • Performs duties of Utilities Director or Assistant Utilities Director in his/her absence.

Knowledge, Skills, and Qualifications
  • Knowledge of environmental/civil engineering principles/practices, procedures/processes, concepts/design methods, and operations for utility infrastructure projects including site development and construction.
  • Knowledge of zoning, municipal and administrative codes, construction practices, material standards, codes, and land use planning and zoning concepts.
  • Knowledge of pertinent federal, state, and local laws, codes, and regulations including engineering laws and regulations.
  • Knowledge of principles of mathematics as applied to engineering work.
  • Knowledge of principles and practices of project and construction management.
  • Knowledge of rules and regulations with particular reference to federal and state utility regulations.
  • Fundamental knowledge of GIS, hydraulic network modeling and analysis, and asset management systems.
  • Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
