Program Representative Senior​/Specialist-Construction Support

Overview

Execution of the Presidents intent - Manage and execute projects in support of CLB/VCS/SSN(X) manufacturing required to support current and future program needs

Develop, manage, and execute facility outfitting projects IAW, GD and EB strategic goals – Directly support increasing QP manufacturing efficiency/capacity across programs while maintaining the highest safety and quality standards. Directly support increasing QP manufacturing and steel directorates manufactured material capabilities to allow the end-to-end production improvements required to support on-time delivery of manufactured hardware

• Identify critical or limiting product lines, remove obstacles, and enable manufacturing improvement in critical areas throughout the business
• Interface with key EB department stakeholders, external vendors/suppliers, and US/UK Government agencies
• Identify/develop necessary funding streams through strategic business case development with Program Finance, Business Finance, Contracts, Facilities, Operations, and Government stakeholders
• Manage concept formulation development and technology insertion with appropriate internal and external stakeholders
• Develop/execute schedule and associated financial profiles reporting to senior staff
• Target/identify external suppliers best suited to meet established facilities and manufacturing protocols
• Coordinate and manage cross functional team in support of project goals/contract incentives
• Manage all associated contracting, procurement, and installation execution activities though work center turnover to Facilities and Operations

Manage key foreign suppliers in support of current and future CLB/VCS manufacturing efforts

• Coordinate with Legal and Regulatory Compliance Departments and share data within EB import / export requirements and regulations (PSA and ITAR protocols)
• Manage all associated contracting activities
• Responsible for Technical Assistance Agreement License Manager execution
• Responsible for any on-site support at both Quonset Point and at BAE in the UK
• APCO CH management, APCO QP on-site team, APCO UK on-site team

Act as single point of contact for QP Steel directorate with CLB AFC, SSN(X) and VPM fixture performance - proficiency/maintenance/resources/new manufacturing products

Required:

• High School Diploma or GED
• 8 plus years of Engineering/Program Management/Finance/Contracts/Facilities/Maintenance experience
• Must be able to travel 3 times a week from QP Site to Groton

Preferred:

• Valid US passport as position will include foreign travel
• ITAR experience a plus
