Overview
Under the general supervision of the Director or Assistant Director, the Deputy Director of Administration and Finance is responsible for planning, developing, and implementing policies designed to provide comprehensive fiscal and administrative services for the agency. This role encompasses oversight and management of critical functions such as budgeting, procurement, payroll, and personnel administration. Ensures that all financial and administrative operations comply with established laws, regulations, and internal policies, and actively participates in setting strategic direction for the department.
Supervises staff, coordinates work assignments, and is involved in the evaluation and continuous improvement of administrative processes to support the agency’s mission. Works to maintain confidential and collaborative relationships with agency leadership and contribute to high-level decision-making to promote operational efficiency, accountability, and effective resource utilization across all administrative and financial activities.
- Formulate and participate in policy development, programs, and activities within the area of supervision.
- Maintain a confidential relationship with policymakers and conduct audits to ensure compliance with policies and procedures.
- Develop operating budgets for administrative services and monitor expenditures to align with the department s resource utilization plan.
- Supervise procurement, payroll, and personnel records; coordinate work assignments and supervise staff performance.
- Recommend hiring, firing, promotion, and discipline; conduct performance appraisals.
- Supervise payroll activities related to health, vision, dental, and other benefits programs; ensure timely preparation of regular, overtime, and supplemental payrolls.
- Oversee the procurement process and implement related policies; establish and maintain cooperative working relationships with staff and vendors.
- Provide information on salary, benefits, and related personnel matters; assist with forms completion.
- Prepare clear, sound, accurate, and informative payroll reports; administer the jurisdiction s procurement program.
- Design and supervise inventory control systems and procedures; maintain working relationships with vendors/suppliers.
- Perform other related duties as required.
- Master s Degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Economics, Statistics, or a closely related field, and five (5) years of professional experience in administration and finance functions (including three (3) years in a supervisory capacity); OR
- Bachelor s Degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Economics, Statistics, or a closely related field, and seven (7) years of professional experience in administration and finance functions (including four (4) years in a supervisory capacity).
- Knowledge of financial management principles, including fiscal control and detailed accounting/reporting.
- Knowledge of USVI laws, rules, and regulations governing territorial accounts and their application.
- Knowledge of administrative planning, workflow analysis, and management principles; supervisory methods.
- Knowledge of payroll deductions and territorial budget cycles; familiarity with state appropriation accounting.
- Knowledge of procurement and inventory control practices; procurement program administration and VI codes.
- Skills in mathematical computations and in computer applications (Word, Excel, internet, Email, ERP system with AR and GL modules).
- Ability to communicate clearly, meet deadlines, and manage, supervise, and assess employee performance.
- Ability to develop financial projections, establish essential records, identify problems in program administration, and interpret applicable laws and policies.
- Ability to plan and supervise reviews of operating procedures and provide guidance to managers.
