Operations Manager, Program / Project Manager
Charleston County Public Works Department is looking for a highly motivated, qualified individual to join our team! The successful candidate will supervise subordinate leaders and manage resources for construction and maintenance projects by coordinating equipment and multiple crews of workers engaged in Stormwater infrastructure operations; and perform directly related work as required.

Position OverviewThis role involves both office and field responsibilities, with a primary focus on supervising drainage maintenance and vacuum truck activities. The position requires strong leadership, coordination, and communication skills to ensure safe, efficient, and high-quality operations.
HIRING SALARY RANGE: $68,140 – 76,752 (Estimated Annual Salary)

Key Responsibilities- Supervise and coordinate drainage maintenance and vacuum truck operations in accordance with Public Works field standards.
- Work closely with first-line supervisors to schedule and oversee daily tasks, ensuring timely and effective completion.
- Verify completed work meets specifications, applicable standards, and workmanship requirements; document findings and address any deficiencies promptly.
- Maintain drainage systems to safe, functional standards.
- Train, cross-train, and mentor employees in all aspects of their work responsibilities, including performance management and professional development.
- Prepare job cost estimates, track project expenses, and review invoices.
- Coordinate and collaborate with internal crews to align schedules, share resources, and ensure work is completed safely, efficiently, and to specification.
- Promote and enforce workplace safety practices.
- Participate in emergency preparedness, response, and recovery operations.
- Communicate with citizens regarding drainage concerns and ensure appropriate follow-up.
- Provide the Field Operations Manager with input on maintenance activities, work methods, equipment needs, and employee training.
- Perform other duties as assigned in alignment with the position’s purpose.
- Be available to report during hazardous weather or emergency conditions.
GED or High School Diploma.
Minimum Qualification5 to 7 years or more of progressively responsible experience in a related field, including 3 to 5 years of supervisory experience and/or equivalent combination of education, experience, and training. Must have knowledge of Stormwater drainage principles, vacuum truck operations, equipment operations, and related fields. A valid South Carolina Driver's License is required.
