Job Overview
An employee in this class plans, manages and supervises the operation of the BARTS Transportation program, which provides transportation service for the citizens of Bladen County; performs related administrative and supervisory duties as assigned. Work is performed under general supervision and is evaluated on the basis of knowledge and demonstrated proficiencies, compliance with legal requirements and standards, and other performance criteria.
Responsibilities- Plans, manages and supervises transportation services for the citizens, ensuring compliance with applicable laws, regulations, policies, procedures and standards of safety.
- Supervises subordinate transportation staff; supervisory duties include scheduling, instructing, planning and assigning work, reviewing work, maintaining standards, coordinating activities, selecting new employees, allocating personnel, acting on employee problems, recommending and implementing employee discipline.
- Reviews the work of subordinates for completeness and accuracy; evaluates performance and makes recommendations; offers training, advice and assistance as needed.
- Assists in preparing and monitors the transportation program budget; processes accounts receivable and payable; seeks and assists in administering grant funds for program support.
- Procures new passenger vehicles for the transportation fleet.
- Supervises the cleaning and maintenance of passenger vehicles.
- Establishes vehicle routes; updates routes as necessary to accommodate community needs.
- Accepts transportation reservations from clients.
- Operates passenger vehicles to pick up and transport citizens as necessary when short-staffed; assists passengers on and off vehicle; ensures passengers follow safety regulations while in transit.
- Supervises citizen trip coordination.
- Receives and responds to client / public inquiries, requests for assistance and complaints regarding assigned programs and personnel.
- Gathers information for and prepares a variety of reports for decision‑making purposes and as required by the County and/or other agencies.
- Operates a vehicle, passenger vehicle, wheelchair lift and a variety of equipment such as a computer, printer, fax machine, copier, calculator, telephone, two‑way radio, etc.; uses clerical and computer supplies.
- Interacts and communicates with various groups and individuals such as the immediate supervisor, other County department heads and employees, subordinates, clients, various other local/state/federal agencies, and the general public.
- Assists with other Division on Aging programs as requested.
- Performs general facility maintenance duties as necessary.
- Performs various administrative tasks as required, including preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, returning telephone calls, attending meetings, answering the telephone, etc.
- Performs related duties as required.
Skills and Abilities
- Thorough knowledge of the methods, procedures and policies of BARTS Transportation as they pertain to the performance of duties of the Transportation Director.
- Knowledge of the functions and interrelationships of County and other governmental agencies.
- Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
- Knowledge of the principles and practices of social service program development and delivery, particularly transportation services for citizens.
- Knowledge of proper English usage, punctuation, spelling and grammar.
- Knowledge of modern office practices and technology, including the use of computers for word and data processing and records management.
- Knowledge of grant administration methods.
- Knowledge of the terminology and various professional languages used within the department.
- Ability to ensure division compliance with all laws and regulations and control the activities of the division through effective supervision.
- Ability to plan, coordinate and implement an effective and efficient transportation program and ensure the proper maintenance and safety of passenger vehicles.
