Position: Debris Monitor (Locals Preferred)
Location: Hayesville

CDR Emergency Management Inc. is a national emergency management firm seeking individuals to serve as Debris Monitors across several counties in North Carolina. Debris Monitors observe and document cleanup operations conducted by contractors following a disaster, ensuring debris removal activities comply with federal regulations, particularly those outlined by FEMA's Public Assistance Program. Positions may include field monitoring, tower monitoring, and waterway monitoring assignments depending on project needs.

Essential Functions

Waterway Monitors will be performing their duties while working on a boat. Candidates must be comfortable working on a boat 12 hours a day, possibly on choppy waters.

Field Monitors
  • Observes and documents the debris operations, ensuring conformity with the requirements of FEMA Public Assistance Program and supervisor directions.
  • Ensures work site is safe and follows all Maintenance of Traffic (MOT) requirements.
  • Ensures documentation is concise, complete, and accurate (Load Tickets, Daily Reports of Activities, Incident Reports, Logs, Damage Reports, etc.).
  • Certifies debris hauler's truck capacities and equipment.
  • Verifies daily loading site locations, accurately recording them on Load Tickets (including GPS coordinates if applicable).
  • Monitors the Contractor's operations and activities, including Work Zone Traffic Control (WZTC), Maintenance of Traffic (MOT) setups, and safety.
  • Recognizes eligible vs. ineligible debris, ensuring debris is not collected from ineligible areas unless specifically directed by the client.
  • Ensures debris is not mixed during collection.
  • Properly classifies the various debris types.
  • Ensures truck capacity placards are accurate and detects possible tampering.
  • Comes prepared with required equipment, supplies, and materials, constantly aware of all safety considerations.
  • Maintains Load Tickets, always thoroughly completing applicable sections.
  • Thoroughly documents all pre-existing and contractor-caused damage, including pictures.
  • Completes a Daily Log of all field activities.
  • Properly documents using the Load Ticket system, ensuring all previous sections are completed.
  • Prevents any truck from dumping without a proper Load Ticket.
  • Calls a fair percentage full for each truck arriving at the DMS Tower.
  • Calculates based on truck's capacity and called load, applying FEMA policies accordingly.
  • Ensures the load is dumped in the proper location, segregated by debris type.
  • Maintains DMS operations so that one operation does not adversely affect another (dumping, stacking, reduction, disposal).
  • Ensures trucks are completely empty upon exiting the DMS, looking for false bottoms.
  • Is aware of ingress and egress roads around the DMS, keeping them clear of debris.
  • Ensures MOT setups into and out of DMS are adequate.
  • Awareness of all safety considerations (personal and work location).
Tower Monitors
  • Prevents any truck from dumping without a proper Load Ticket.
  • Calls a fair percentage full for each truck arriving at the DMS Tower.
  • Calculates based on truck's capacity and called load, applying FEMA policies accordingly.
  • Ensures the load is dumped in the proper location, segregated by debris type.
  • Maintains DMS operations so that one operation does not adversely affect another (dumping, stacking, reduction, disposal).
  • Ensures trucks are completely empty upon exiting the DMS, looking for false bottoms.
  • Comes prepared with required equipment, supplies, and materials.
  • Is aware of ingress and egress roads around the DMS, keeping them clear of debris.
  • Ensures MOT setups into and out of DMS are adequate.
  • Attends to all safety considerations (personal and work location).
Requirements
  • Ability to mobilize within 24‑48 hours and commit to a minimum 30‑day assignment in remote locations.
  • Work with 10‑12 hours' notice and long hourly shifts, generally 10‑12 hours per day (subject to overtime).
  • Travel to different sites around project areas in North Carolina.
