Superintendent and Quality Control Chief
Terrestris LLC is seeking a Superintendent and Quality Control Chief to support the U.S. Army Corps of Engineers’ (USACE) W. Kerr Scott Dam and Reservoir Project in Wilkesboro, NC. In this role you will lead daily operations, manage personnel, quality, and safety, and enforce compliance across a complex, multi‑disciplinary operation.

Responsibilities- Manage daily operations across all technical provisions for reservoir operations, maintenance, and minor construction.
- Supervise multidisciplinary field staff supporting parks, trails, dam infrastructure, buildings, and utilities.
- Coordinate maintenance activities across 12 recreation areas and approximately 40 miles of trails.
- Enforce quality control, safety, and environmental compliance in accordance with EM 385‑1‑1 requirements.
- Plan and adjust staffing for peak and off‑peak operational seasons and visitor demand.
- Serve as primary on‑site liaison with COR, QAR, park rangers, and contracting officials.
- Attend briefings, planning sessions, and other government‑designated meetings.
- Oversee emergency response, after‑hours call‑outs, and unscheduled Level II service orders.
- Manage use and accountability of government‑furnished equipment, vehicles, and facilities.
- Review work orders, schedules, and daily reports within the FEM/Maximo maintenance system.
- Ensure continuity of services supporting a 1,475‑acre reservoir and 5,775 acres of surrounding land, one Visitor Assistance Center & Environmental Education Center, 12 formal recreation park areas, and 40 miles of trail.
- Develop and implement the project’s quality control plan; conduct regular inspections, maintain regulatory compliance, and enforce corrective actions.
- Authorization to work in the U.S. permanently without sponsorship.
- Minimum of 2 years’ experience managing similar or closely related O&M contracts, including level I routine and level II non‑routine service orders.
- In‑depth knowledge of USACE safety and health requirements, including EM 385‑1‑1 and OSHA obligations; advanced OSHA certification preferred.
- Experience applying USACE safety, environmental, and quality control requirements.
- Understanding of inspection requirements under FAR 52.246‑4 and government quality assurance processes.
- Ability to design and implement corrective action procedures and coordinate quality control activities across multiple functional areas.
- Track record managing documentation and reporting requirements, including submittals, plans, and quality records.
- Excellent written and oral communication in English; ability to lead client‑facing meetings.
- Ability to successfully complete a background investigation.
