Overview

Performs project management, complex analyses, application development, and database management.

Responsibilities
  • Performs technical activities in creating, updating, analyzing, designing, and managing the GIS system and web applications including hardware, software, applications, programming additions, and changes.
  • Participates in management of the system.
  • Performs system enhancements and upgrades.
  • Develops new applications.
  • Performs database maintenance and multi-database integration.
  • Designs and implements automated data processing workflows.
  • Assists with maintaining E911 data including keeping up with state required schemas.
  • Implements procedures and codes; provides documentation.
  • Establishes and monitors adherence to GIS standards.
  • Develops GIS/ESRI desktop and web-based applications while integrating various other programming technologies.
  • Participates in long- and short-term projects to develop new applications and uses of GIS in the County.
  • Performs database administration tasks for GIS database and design; performs setup of connectivity to database for security and database edits/viewing; and imports tax data for use in GIS database design.
  • Creates and maintains GIS website; receives requests for enhancements; makes changes as directed or as appropriate; tests website for functionality and operability; and updates data regularly for web users (both internal and public users) to view.
  • Receives, requests, researches, or otherwise obtains a variety of technical and geographical information; prepares reports, databases, charts, maps, analysis, etc. as appropriate to support needs of Department and users; supplies and responds to requests for data analysis and maps; and troubleshoots problems with GIS.
  • Supports projects of other departments (Emergency Services, Dispatch, Sheriff, Fire, Tax, and Planning) with reports, data collection, web development, technical support, mapping, and analysis.
  • Assists in processing deeds.
  • Serves as a County Review Officer.
  • Performs other related duties as assigned.
Minimum Qualifications
  • Bachelor’s degree in GIS, computer science, or a related field;
  • Three (3) years of work experience involving development of custom applications based on ESRI and related GIS technology along with experience in managing map services and developing web applications, preferably with experience in: administering a geodatabase built on a SQL server platform; building geodatabase data models; and integrating legacy enterprise databases with GIS;
  • Or equivalent education and/or experience.
  • Possession of a valid North Carolina driver's license.
Knowledge, Skills, and Abilities
  • Knowledge of ESRI technology including ESRI ArcSDE Geodatabases.
  • Knowledge of databases.
  • Knowledge of creating and maintaining a website.
  • Knowledge of using various software and hardware such as SQL Server, ArcGIS Server, ArcGIS Online, Model Builder, Python, and JavaScript.
  • Knowledge of project management.
  • Skill in using computers and software.
  • Skill in programming as related to job duties.
  • Ability to meet deadlines.
  • Ability to research and analyze information.
  • Ability to develop GIS desktop and web-based applications.
  • Ability to document system information.
Supplemental Information Physical Demands

Must be able to perform sedentary work and occasionally exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects. This work also involves the physical abilities of perceiving sounds at normal speaking levels, having manual dexterity, using mental acuity, performing repetitive motion, and speaking. An incumbent must also possess the visual acuity to analyze data and work with color or depth perception.
