Human Resources Manager (Kill Devil Hills)

This position requires relocation to the Outer Banks or proximity thereto; remote work is not an option.

Job Summary:

  • The HR Manager facilitates efficient management and administration of the Human Resources function, covering payroll, recruiting, training, benefits, and employee relations.
  • Strong confidentiality, organization, and communication skills are essential.

Essential Duties and Responsibilities:

  • Lead the Human Resources Team with 2 direct reports; oversee all HR functions, including benefits, recruiting, onboarding, payroll, and open enrollments.
  • Serve on the senior leadership team as an organizational advisor, influencing major decisions.
  • Plan and implement HR strategic initiatives impacting all levels of management and employees.
  • Coach managers on supervisory skills to improve communication, clarify expectations, and enhance performance.
  • Recommend and execute recruiting, hiring, and retention strategies.
  • Lead talent development, career path development, and succession planning.
  • Create job descriptions and conduct compensation analysis.
  • Handle all employee relations issues.
  • Ensure compliance with all federal, state, and local HR laws.
  • Develop and implement personnel policies and procedures; prepare and maintain the employee handbook.
  • Maintain and train employees on Kronos UKG HRIS.
  • Process biweekly payroll, quarterly audits, year-end close, and W‑2 reporting.
  • Negotiate employee benefits, conduct open enrollment, process enrollment changes, submit ACA reports, and audit 401(k) eligibility.
  • Submit workers' compensation claims, conduct injury analysis, and provide safety training.
  • Coordinate enrollment/disenrollment in health, dental, life insurance plans, including COBRA.
  • Facilitate employee recognition programs.
  • Support other departments as needed.
  • Oversee employee housing.
  • Perform any other job‑related duties as assigned.
Education & Experience
  • Bachelor’s Degree in Human Resources, Business Administration, or related field (or equivalent combination of education and experience).
  • 5+ years in a generalist HR role; 2+ years in a leadership role.
  • Payroll experience preferred.
  • Experience with UKG Kronos a plus.
  • Proficiency in Microsoft Office;
    Advanced Excel skills.
  • Strong understanding of general HR policies and procedures.

Working Conditions
  • Indoor controlled environment; moderate office noise.
  • Possible overtime and weekend work during peak periods.
  • May be required to drive the company vehicle to other locations.
Physical Requirements

Approximately one‑third of the time will involve climbing, balancing, stooping, kneeling, crouching, or crawling. Two‑thirds of the time will involve standing, walking, sitting, and reaching. Two‑thirds of the time will involve using hands to finger, handle, or feel, as well as talking or hearing. Expect to lift up to 25 lbs regularly. Vision requirements include sharpness in close, color, peripheral, and depth perception with adequate focus adjustment.

Additional demands may arise from continuous computer work, cashier tasks, sales floor duties, events, and mail order work.
