General Statement of Duties

General Statement of Duties: The Senior Human Resources Consultant is a key member of the Department of Human Resources and performs difficult professional work partnering with managers and employees to support innovation and pursue excellence in the areas of relationship building, performance management, leadership, organizational effectiveness and culture, as well as employee relations, recruitment, and compensation.

Distinguishing Features of the Class

Distinguishing Features of the Class: An employee in this class performs a variety of human resources functions in the areas of recruitment, selection, compliance, records management, budgeting, events management, and training. Work involves managing various compliance and other programs within the department and providing a high level of human resources assistance directly to departments. A variety of work is performed and may be performed at different levels of difficulty.

Work requires a high degree of independence and decision making on the part of the employee. Work is performed under the general supervision of the Human Resources Director.

Essential Duties and Tasks
  • Assist Human Resources Director with the updating of the Town’s policies and standard operating procedures
  • Assist Assistant Human Resources Director with programs associated with the Wellness Initiatives
  • Assist with employee relations issues
  • Produce personnel files and personnel action form audits
  • Recruitment & Selection as it relates to public safety and sworn classifications
  • Develops, reviews, and maintains content for the human resources pages of the Town’s website. Serve as the Department’s web editor
  • Create and compile a variety of operational and performance-based reports
  • Assist with the planning and management of special events
  • Research, develop, and recommend human resource programs
  • Assist Human Resources Director with research or other assignments as required
  • Serve as lead resource to Human Resources Consultant as it relates to Recruitment & Selection (back-up)
  • May perform additional duties as required and within the scope of this classification
Benefit Duties and Responsibilities
  • Serve as Lead coordinating changes and updates related to Benefit operating systems;
    New World, Benefit Solver, and NEOGOV-PERFORM
  • Handle FMLA Coordination and Leaves of Absence – Town wide
    • Serve as HIPAA Coordinator
  • Facilitate LGERS retirement by engaging and coordinating with employees - Town wide related to LGERS and Empower
  • Serve as lead as it relates to benefits enrollment and open enrollment to address questions and providing current information
  • Assist the Human Resources Director by maintaining a lead role as it relates to NEOGOV and the performance evaluation portal – PERFORM
