Location: Manteo

Performs complex training and development work in the learning and organizational development area of the Human Resources Department. Provides training and coordinates other development opportunities for employees in a variety of occupational groups, such as clerical, technical, paraprofessional, and professional. Performs intermediate skilled administrative support work maintaining personnel files, benefits programs, and prepares various human resources and payroll reports and related work as apparent or assigned.

Work is performed under the limited supervision of the Human Resources Director.

Responsibilities
  • Assesses training and development needs of employees.
  • Plans, delivers, coordinates and/or administers training and development initiatives and activities based on assessed needs.
  • Determines and employs appropriate tools and methods to evaluate and track the effectiveness of training and development initiatives and activities.
  • Designs and maintains record of training efforts, including individuals enrolled and completing each course and master data on courses offered, dates, number of enrollees, and other relevant information.
  • Gathers, organizes, and reviews personnel information to prepare reports and documents used in administrative decision making.
  • Performs general human resources duties; assists employees, supervisors, management, applicants, and citizens with information regarding County employment, policies, benefits, procedures, etc.; issues County ; conducts exit interviews; receives visitors and answers phones.
  • Assists with other human resources functions as required.
  • Performs other assigned duties.
Qualifications
  • Thorough knowledge of personnel and human resource management practices and procedures.
  • Thorough knowledge of personnel rules and regulations.
  • Thorough knowledge of training theory, principles, techniques, design, and implementation, with special emphasis on adult learning.
  • Thorough knowledge of curriculum and course design, instructional methods, and training needs assessment and evaluation systems and methods.
  • Ability to exercise sound judgment in assessing training needs, developing objectives, recommending training programs and activities, and evaluating training programs.
  • General knowledge of state regulations regarding the release of employee files.
  • Ability to communicate and present ideas effectively both orally and in writing.
  • Ability to apply established policies, practices, and procedures.
  • Ability to establish and maintain effective working relationships with associates, employees, and the public.
Requirements
  • Bachelor’s degree or equivalent.
  • Three to five (3-5) years of experience in a related field or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Valid driver’s license.
  • Professional in Human Resources (PHR) certification within two years, preferred.
