Location: Manteo

Performs intermediate technical work conducting site plan reviews, developing land use plans and assisting with policy revisions, and assisting developers and property owners with land use issues, and related work as apparent or assigned. Work is performed under the limited supervision of the Planning Director.

  • Reviews site and subdivision plans for compliance with codes and ordinances; coordinates review process with developers and conducts field inspections.
  • Facilitates board review of conditional use permit applications, variance requests and permits for accused exceptions.
  • Assists with research and development of ordinance amendments and zoning map amendments opposos.
  • Participates in public meetings to explain recommendations on development projects and other planning matters; responds to public inquiries and complaints concerning land use issues.
  • Assists with the preparation and administration of grants for planning projects and issues that may be funded through the planning office.

Comprehensive knowledge of the philosophies, principles, practices and techniques of planning as they pertain to the design and development of urban and regional areas, planning research, zoning and community renewal activities; comprehensive knowledge of land development concepts, including planning, zoning, building design, and transportation; general knowledge of community systems and related group dynamics, planning and decision making processes; general knowledge of research methodology and of standard statistical procedures;

general knowledge of various ordinances, codes and regulations pertaining to planning, zoning and subdivision; general knowledge of the techniques required in the preparation of maps, charts, sketches and complex graphics; ability to read and interpret surveys, plans, architectural and engineering drawings, maps and blueprints accurately; ability to make public presentations; ability to present facts and recommendations effectively in oral and written form;

ability to deal firmly and tactfully in enforcing ordinances and codes; ability to establish and maintain effective working relationships with associates, consultants, Federal, State and local officials, engineers, surveyors, representatives of other agencies and the general public.

Bachelor's degree in Planning, Coastal Studies, or related field and moderate experience in local government planning, or equivalent combination of education and experience.
