Position: FINANCIAL MANAGEMENT ANALYST with Security Clearance
Location: Cherry Point

* In the GS-07 and GS-09 grade levels you will perform developmental duties, as assigned. At the Full Performance Level, GS-12, you will perform the duties below:
* You will work perform functions such as formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
* You will review and evaluate budget requests, control and reporting of obligations and expenditures.
* You will assist in the development, determination, and interpretation of budgetary policies and practices.
* You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
* You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities. Requirements Help Conditions of employment

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. Qualifications To qualify for the GS-0501-07 level your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public performing financial management analysis using knowledge of the concepts, principles, practices, laws, and regulations of budgeting and budgetary policies to perform the following:
1) Supporting senior personnel involved with the preparation of budgets related to financial management of programs and administrative operations;
2) Supporting senior personnel involved with the development of budgetary policies and practices;
3) Communicating financial information orally and in writing. To qualify for the GS-0501-09 level your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public performing financial management analysis using knowledge of the concepts, principles, practices, laws, and regulations of budgeting and budgetary policies to perform the following:
1) Assisting with the preparation of budgets related to financial management of programs and administrative operations;
2) Assisting with the development of budgetary policies and practices;
3) Assisting with defending report and estimates to senior leadership;
4) Following prescribed instructions to assist in budget analysis;
5) Communicating financial information orally and in writing. Additional qualification information can be found from the following Office of Personnel Management website:
Financial Administration and Program Series 0501 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-09:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related For the GS-07: 1 full year of graduate level education or superior academic achievement A transcript must be submitted with your application if qualifying using education.
