Performs skilled technical work assessing and maintaining the tax exemptions/exclusions/deferments program, assisting citizens with tax matters, and related work as apparent or assigned. Work is performed under the moderate supervision of the Tax Assessment Manager and Tax Administrator. Assist with other duties as needed or assigned.

- Appraises and applies tax exemption/exclusion/deferment value in compliance with the adopted schedule of values.
- Performs field review visits of parcels to determine compliance and eligibility for programs.
- Determines loss of eligibility, calculates taxes due, and notifies landowners.
- Interpret and analyze recorded documents such as maps, deeds, incorporation forms to determine parcel eligibility and compliance.
- Respond to taxpayer inquiries concerning tax exemption/exclusion/deferment programs. Explain programs to the citizens and/or businesses including positive aspects, potential liability, billings, and statutory requirements.
- Prepares and/or processes applications, verifying and evaluating data for property tax exemption/exclusion/deferment programs.
- Conducts annual compliance review of parcels receiving tax exemption/exclusion/deferment.
- Assisting citizens with property tax questions or tax issues involving values, locations, exemptions/exclusions, ownership.
- Performs all tasks and assignments necessary to assist the Tax Assessor to perform required duties.
- Other duties as assigned.
Thorough knowledge of the principles and terminology related to real property transfers; thorough knowledge of the operation of the principles and practices of dealing with real property transfers and tax issues; thorough knowledge of North Carolina Machinery Act and county tax policies concerning listings, billing, appraising, and appeal processes; thorough knowledge of standard office procedures and practices, ability to deal tactfully and courteously with the general public in explaining tax laws and policies;
ability to handle multiple tasks and work within deadlines; ability to work with taxpayer records with utmost confidentiality as governed by the NC General Statutes and Public Records Law as well as establishing tax department confidentiality policy; ability to establish and maintain effective working relationships with county officials, co-workers, and the general public.
High school diploma or GED and moderate experience which has provided an understanding of appraisal principles, theories, methods and techniques, or equivalent combination of education and experience.
Possession of or ability to acquire North Carolina Department of Revenue Real Property Appraiser certification within two years of employment.
Valid North Carolina Drivers License
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires standing and occasionally requires walking, sitting, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word;
hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
