The City of Roxboro (8,100) currently has an opening for a Collections/Accounting Clerk in our Finance Department
. Roxboro is situated in Person County, which is located near the Virginia border and just a short drive from Raleigh, Durham, Oxford, Greensboro, and Danville.
An employee in this class performs a variety of tasks associated with receipting and accounting for monies, checks, and other cash instruments in payment for City services. Work includes entering data into a computer, balancing monies at the end of the day, and accounting for all daily work and activities. Work requires interaction with customers and often explaining policies and procedures to them regarding initial services and payments.
Work requires cashiering and computer skills and requires concentration in tasks assigned. Work is supervised by the Accounting Operations Supervisor and is evaluated based on accuracy, review of work performed, and conferences.

- Receives and receipts payments from customers for utility payments, beer and wine privilege licenses, and other City services; answers questions or explains actions being taken.
- Handles improper payments, partial payments, and full payments in accordance with established processes and procedures.
- Processes bad debt payments and those with insufficient data or information.
- Balances cash drawer against receipts, and maintains records of deposits.
- Opens, separates, and balances mail payments.
- Sends bills for beer and wine privilege licenses and other City assessments.
- Answers telephone and assists customers as necessary.
- Prepares receipting of invoices for A/P for review and processing
- Assist citizens in a professional and empathetic manner, both in person and on the phone
- Troubleshoot citizen requests or direct them to the appropriate person
Job Duties
- May type letters and other records and documents.
- Performs duties of other staff in Finance Office during peak workload times and in absence of staff in keeping with cross training.
- May provide backup assistance to other City departments when requested.
- Performs related duties as required.
- Considerable knowledge of the City's collections policies, practices, and procedures.
- Working knowledge of collections and billing processes and ability to learn and perform each step in the collections’ process.
- Some knowledge of computer operations, software, and hardware
- Ability to work accurately with money, to check data and figures and do basic mathematical calculations.
- Ability to prepare and maintain collections and related records.
- Ability to file and maintain records and information in proper order for processing.
- Ability to communicate effectively in oral and written forms.
- Ability to develop and maintain effective working relationships with supervisors, employees and the public.
- Must be able to physically perform the basic life operational functions of walking, fingering, grasping, talking, hearing, and repetitive motions.
- Must be able to perform light work exerting up to 20 pounds of force occasionally and/or, and/or up to 10 pounds of fore frequently, and/or a negligible amount of force frequently or constantly to move objects.
- Must possess the visual acuity to work with data and figures, to count and inspect monies, checks, and other instruments, and to operate a computer terminal.
Education and Experience
- Graduation from high school supplemented with courses in business or accounting
- Experience in handling monies
- Experience working with the public
- or an equivalent combination of education and experience.
