Position: Central Permitting Technician/Project Coordinator
Location: Lillington

Overview

An employee in this position processes project paperwork for commercial and residential jobs in the Development Services Department of Harnett County. Responsibilities include maintaining lines of communication between internal staff and external stakeholders throughout a project's timeline, overseeing review processes and deadlines, assisting with premium services, and coordinating the project with other team members.

Responsibilities
  • Maintain lines of communication between internal staff and external stakeholders throughout a project's timeline.
  • Set up files in systems and answer customers’ questions about the process.
  • Oversee the review processes and timeline for commercial projects within the Development Services Department and with other involved departments.
  • Assist with the daily functions of all face‑to‑face premium services.
  • Serve as the customer’s process expert regarding project facilitation.
  • Advise clients on the most appropriate and efficient review path for approval.
  • Coordinate with other project coordinators regarding milestones and assist in developing a timeline to meet all conditions of approval.
  • Maintain all forms of communication with clients, including webpages, applications, and other documentation.
  • Assist customers with project scheduling and determining timing requirements to meet conditions of approval.
  • Communicate with applicable reviewers to understand project issues and help customers and the design team progress from step to step.
  • Collaborate with team members, department review staff, and managers to provide the best level of service to County customers.
  • Process applications for residential projects, public utilities, environmental health, various town permits, and permits for the health and sanitation and fire marshal’s office.
  • Keep up‑to‑date on building code rules, zoning rules, and processes that may change within the County.
  • Perform other related duties as assigned.
Hiring Range

Minimum $49,177.00

Minimum Requirements
  • High school diploma or equivalent.
  • Five (5) years of related work experience, or equivalent education and/or experience.
  • Possession of a Public Notary certification (or willingness to obtain within the first six months of hire).
  • Complete an assigned law and administration course.
Knowledge, Skills, and Abilities
  • Knowledge of local codes and ordinances related to zoning, environmental health, construction trades, and public utilities.
  • Knowledge of office practices and procedures.
  • Knowledge of correct grammar, vocabulary, and spelling usage.
  • Knowledge of arithmetic and its applications in general office work.
  • Knowledge of other County departments’ processes and procedures related to permits and development.
  • Skill in delivering customer service.
  • Ability to help the customer and design team work from one step to another.
  • Ability to read and interpret deeds, ordinances, and maps related to land development.
  • Agility to explain complex documents, regulations, and terms in concise language.
  • Ability to work with interruptions and function successfully in a fast‑paced work environment.
  • Ability to plan and organize administrative support activities and tasks.
  • Ability to establish and maintain effective working relationships with Department staff, other employees, builders, developers, and the general public.
  • Ability to gather and provide basic information and instructions on Department programs.
  • Ability to gather and compile data from a variety of sources and maintain files.
  • Ability to pay attention to detail.
Physical Demands

Must be able to perform sedentary work and occasionally exert up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects. Work also involves manual dexterity, reaching, repetitive motion, and verbal expression. An incumbent must possess visual acuity to inspect for defects or review for errors.
