Child Welfare Permanency
- Technical Expert I

The Technical Expert (TE) is a child welfare subject matter expert working collaboratively with other TEs and project leadership, responsible for ensuring the design and delivery of technical assistance (TA) and deliverables. The TE coaches and guides staff in the support and implementation of effective, high-quality TA and communicates with the JBS client per the established project guidelines.

Fundamental Requirement: This Technical Expert Role is focused on the federally recognized permanency goals for children involved in the child welfare system. The TE I must have extensive professional experience in child welfare, including recent experience working in a public child welfare agency. This position must have a deep understanding and demonstrated experience of federal requirements across the five Permanency goals.

Experience must include in-depth knowledge of federal permanency data indicators including relevant AFCARS and Child Welfare Outcomes data. The TE I must possess a passionate commitment to consumer-centric design, data-driven decision-making, peer and family engagement, and delivery of TA and an understanding of and commitment to the project s model of TA as a strengths-based and continuous process that supports projects and jurisdictions over time and as needed to achieve successful outcomes.

It is of upmost importance than an individual has experience from a child welfare lens.

ESSENTIAL JOB FUNCTIONS:

  • Play central role in the planning and delivery of TA, including in-person and virtual events on child welfare topics.
  • Help to identify issues that impact jurisdictions and partners and design long-term, overall, TA strategies for jurisdictions.
  • Develop and coordinate online repositories of resources on targeted topics
  • Support the seamless logistical planning and execution of in-person and virtual TA events, including learning communities, policy academies, jurisdictional and partnership meetings. Participate in and may lead TA content development and research.
  • Work with TA, jurisdiction staff, and partners to establish and maintain productive working relationships.
  • Develop content expertise and project management experience related to planning and monitoring multiple concurrent TA events, budgeting and budget management, ensuring and maintaining good client relationships, and tracking/documenting TA activities.
  • Facilitate online surveys and information requests from jurisdictions and clients, draft and distribute information disseminated via listserv, and develop and maintain jurisdiction databases.
  • Develop standard operating procedures and review technical content for compliance as requested.
  • Travel may be required.

MINIMUM

JOB QUALIFICATIONS:

  • Education: Bachelor’s degree in relevant field (e.g., social work, psychology, behavioral health, public health, business, leadership, human resources, development, education)
  • Experience: At least 10 years of relevant work experience, including direct experience in a government or public child welfare setting. At least 3 years’ experience in training/coaching.
  • Permanency Focused

    Experience:

  • Deep understanding of the five federal permanency goals and the corresponding federal requirements.
  • Demonstrated experience working in permanency programs in a public child welfare agency.
  • Knowledge of CB funded national organizations that support permanency work, including knowledge of relevant grants provided locally in states and territories.
  • Ability to develop collaborative partnerships with other CB funded entities, identify areas of crossover, and map jurisdiction engagement to reduce duplication of effort and improve efficiencies in service delivery.
