Overview
The Program Manager, Emergency Preparedness is responsible for developing and planning the Emergency Management Program for the Carle Health Central Region which includes two hospitals and all off‑site clinical facilities. This includes emergency management education, hands‑on training, and Central Region readiness and response. Serves as a liaison with IEMA, IDPH, county/community partners, and the Region 2 Healthcare Coalition to support mitigation, hazard assessment, preparedness, and disaster response/recovery activities.
This position works closely with internal departments to ensure compliance with all regulatory standards via essential training and preparedness exercises. Responsible for the readiness of disaster equipment and inventory control throughout the Central Region.

- Driver's License – Illinois Secretary of State (ILSOS)

- Associate’s Degree in Safety Management

- Understand the principles of emergency management and its application in a healthcare setting.
- Develop sustainable relationships with internal and external partners, representing the strategic objectives of the healthcare system with key stakeholders across the region and state.
- Advise hospitals and clinics on program and policy impacting the Emergency Management Program.
- Assist in ensuring Carle staff and facilities meet DNV emergency management standards through education, training, assessment of disaster exercises, and participation in safety rounds.
- Responsible for Emergency Operations Planning and DNV EM requirements at all off‑site facilities within the Central Region.
- Facilitate interprofessional teams on completion of the hazard vulnerability assessment to prioritize preparedness and response efforts.
- Provide training and testing to the Carle organization (both in‑patient and ambulatory sites) on emergency response, mitigation, and recovery from disasters.
- Lead the hospital Emergency Management Committee.
- Ensure annual education and training of hospital decontamination teams.
- Prepare after‑action reports and improvement plans following real‑world and planned events.
- Manage and maintain the Central Region's automated alert and notification system.
- Collaborate with state and local community partners, stakeholders, and coalition members ensuring guidance for continuity of care during planned or unplanned events.
- Represent Carle and the Emergency Management department in local, regional, and state emergency management preparedness planning and healthcare coalition response development.
- Develop disaster exercise scenarios.
- Provide training to staff on disaster response.
- Test staff on knowledge of disaster response.
- Assume other duties as assigned by the EM Director.
