Position: Sexual Assault Response Coordinator (SARC) with Security Clearance
Duties Program Management duties comprise 40% of incumbent's time and include, but not limited to:

- Provides overall management and evaluation of sexual assault awareness, prevention, training, and victim advocacy at the installation.

- Responsible for assigning, monitoring, managing and documenting victim assistance and advocacy activities performed by the SAPR VAs at the tactical e.g., command/installation level.

- Performs ongoing, analysis, assessments, and evaluation of the effectiveness and efficiency of programs that provide response and support services to victims of sexual assault and aid in the prevention of sexual assault.

- Communicates directly with the installation leadership to provide regular briefs and updates to assist leaders with maintaining compliance with program requirements.

- Develops processes, procedures, and communication strategies to assist Installation and Fleet Commanders in their AOR, as assigned, in executing the goals of the SAPR Program.

- Conducts program needs assessment. Presents findings and recommendations to installation leadership.

- Provides management, oversight, and training on data collection processes. Analyzes data to prioritize and gauge response efforts and resource needs.

- Co-chairs the sexual assault Case Management Group and ensures all reports of sexual assault are presented monthly until transfer/closure and assures that the needs and concerns of the victim are met and shared with the commanding authorities.

- Liaises with cognizant departments/agencies e.g., medical, base security, Naval Criminal Investigation Service, Victims' Legal Counsel and chaplains.

- Works collaboratively with the Equal Opportunity Program and the Integrated Primary Prevention Office to support and promote prevention activities related to sexual harassment, sexist attitudes, and beliefs contributing to the continuum of harm.

B. Training duties comprise 20% of incumbent's time and include, but not limited to:

- Trains commands, SAPR Victim Advocates VAs, Unit SAPR VAs, and others as requested utilizing standardized curriculum provided by CNIC Headquarters SAPR.

- Liaises with local victim support agencies in order to gain support and cooperation in achieving support for victims of sexual harassment and to promote the enhancement of the sexual harassment services.

- Plans, schedules and facilitates sexual harassment response training for all installation personnel, leadership, deploying personnel, and other key functional stakeholders to include annual refresher training.

C. Case Management duties comprise 15% of incumbent's time and include, but not limited to:

- Documents and maintains current records in the Fleet and Family Support Management Information System FFSMIS, as required.

- Performs victim advocacy duties and provide a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented to adult victims of sexual assault.

- Accepts official reports of sexual assault as needed, providing referrals, and informing victims of their options.

- Performs a complete risk assessment screening, thorough safety assessment and planning, and ongoing needs assessment for all adult sexual assault cases and conduct initial and ongoing needs assessments.

- Maintains victim and incident case information, subject demographics and disposition, and training records through the Defense Sexual Assault Incident Database DSAID in accordance with regulatory and policy guidance as established by DoD and Navy.

- Provides referrals and non-clinical support to Service member victims of sexual harassment.

- Informs Service member victims of sexual harassment of available SAPR services and conducts warm hand-offs to the Equal Opportunity Office for the filing of reports of sexual harassment as appropriate.

D. Oversight duties comprise 25% of incumbent's time and include, but not limited to:

- Exercises oversight responsibility for UVAs when they are providing victim advocacy services to victims of sexual assault and sexual harassment.

- Coaches, facilitates, solves work problems, and participates in the work of the SAPR VA personnel.

- Explains team goals and objectives to SAPR VA team and assist them in organizing to accomplish work.

- Resolves simple, informal complaints of employees and refer others to supervisor.

- Ensures sexual harassment victims' safety concerns are assessed and identified safety issues are reported in accordance with policy.

- Ensures victim advocacy services include: the capacity to respond by telephone and in-person 24 hours a day, providing support and assistance to victims, including response within 60 minutes of the referral, either telephonically or in-person and procedures for contacting SAPR VAs, as well as specific protocols that govern the duties and responsibilities of the SAPR VA.
