Objective. Responsive. Trusted. The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support.

We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. We have a near-term need for a Requirements Management/Business Analysis Specialist to provide onsite support out of Allied Command Transformation (NATO) in Norfolk, VA.

Responsibilities
  • Support or lead the formal elicitation, capture, and documentation of capability requirements based on operational and regulatory needs.
  • Collaborate with stakeholders across NATO Enterprise to identify and document regulatory requirements and operational constraints that impact capability development.
  • Perform detailed analysis and evaluation of identified requirements to ensure clarity, completeness, consistency, and alignment with capability program objectives.
  • Maintain version‑controlled requirements repositories, ensuring thorough documentation and traceability throughout the requirements lifecycle.
  • Document trade‑offs and prioritize functional, non‑functional, and regulatory requirements to ensure program goals are met effectively and efficiently.
  • Ensure consistency between requirements and existing strategic‑level enterprise architectures, as well as alignment with agreed reference frameworks.
  • Ensure coherence and optimization of requirements across ACT capability development programs and facilitate formal requirements validation processes involving stakeholders.
  • Provide recommendations for resolving conflicts and deconflicting requirements during the validation process and implement quality assurance measures to ensure high standards in requirements documentation, including completeness, accuracy, and consistency.
  • Monitor and analyze gaps, overlaps, and dependencies related to capability requirements across programs.
  • Support the Branch Head CR and travel to meetings and conferences both within and outside NATO's boundaries for up to 30 days per year.
Qualifications
  • 5+ years of demonstrable hands‑on experience in business analysis and requirements management within the last 10 years, using professional requirements documentation and management tools (e.g., Sparx Enterprise Architect, Aris, Jira, DOORS, Jama Connect) in accordance with industry standards and best practices (e.g., International Requirements Engineering Board, Scaled Agile Framework, Business Analysis Body of Knowledge).
  • Certification or formal training with demonstrable proficiency in one or more industry requirements management and business analysis methodologies such as IREB, SAFe, IIBA, or comparable.
  • Demonstrable ability to present requirement sets, business processes, and architectures in an easy‑to‑understand and accessible way to non‑technical audiences, from end users to senior decision makers and approval boards.
  • Active NATO or National SECRET clearance.
  • Proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 3333 – Listening, Speaking, Reading, and Writing) or equivalent.
  • Proficiency in effective oral and written communication, including briefing and coordinating with business stakeholders.
  • Ability to work fully onsite based on client needs.
