ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.
The Capability Development Directorate (CAPDEV) comprises four Divisions. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.
The Digital Capabilities and Interoperability Division coordinates the development of capabilities from capability planning through acceptance and then disposal with the management entities, NATO Headquarters staff and the NATO Governance Structure. This entails synchronizing horizontally across capabilities to achieve coherent efforts and outcomes.
The Communications Information Services (CIS) Branch leads the Core Services and Communication Services areas including IT Service Management and Deployable Communications Information System. Furthermore, the Branch leads the development of the NATO Enterprise Architecture for future C3/Digital Information systems in accordance with approved NATO policy and links these architectures to the NDPP, the NSIP, and interoperability standards.
A civilian post inside the CIS Branch which coordinates the development of ACT position and engagement with NATO C3/Digital Organisations and coordinates and guides the lifecycle coordination and implementation of Information Services to support NATO C2 of Operations to support the ACOS Digital Capabilities and Interoperability.
Principal Duties- C3 Policies and Capability Manager covering areas of Digital/C3 governance, policies and management.
- Coordinates the development of ACT position and engagement with NATO Digital/C3 Organization, specifically:
- Supports engagement and liaison with C3 Governance, Management, and staff coordination elements, prepare advice and support to ACOS Digital Capabilities and Interoperability in allC3
Governance, Management, and staff coordination elements activities and meetings - Works in Close Coordination with the NATO HQ Cyber Digital Transformation (CDT) and STRE DPC liaison to develop, evolve and maintain C3 related policies and directives. Develops and evolves ACT-wide inputs and feedback to Policy Compliance Framework to the CDT STAFF and DPC Liaison. Ensures proper application in ACT for C3 Policy Compliance in the capability lifecycle.
- Supports the preparation of papers and presentations towards to the C3 Board and the DPC Permanent Representatives that express ACT transformational positions to facilitate decision making.
- Supports the preparation of papers and presentations that are part of advice and support to the ACOS Digital Capabilities and Interoperability in the Management and Governance Boards and Committees.
- Supports engagement and liaison with C3 Governance, Management, and staff coordination elements, prepare advice and support to ACOS Digital Capabilities and Interoperability in allC3
- Contribute to the definition, development and evolution of Communications and Information Services (CIS), consistent with Federated Mission Networking guidelines and principles:
- Act as a capability developer/manager for designated CIS programmes/portfolio such as NATO Digital Backbone. Consult, engage, and cooperate with NATO and non-NATO nations, NATO organizations and agencies to ensure cross initiative coherence of CIS for capability development. Management of specific innovation and experimentation initiative to support capability development may be required.
- Support, help facilitate and initiate Capability Programmes for Communications and Information Services and provide subject matter expertise during project implementation and lifecycle, to include the review and validation of CFCDGM Management Products and authorization documentation – e.g. Type B Cost Estimates (TBCE), Joint Staff Reports (JSSR), and Joint Final Acceptance Inspection Reports (JFAI).
