Description
The City of Norfolk seeks an experienced Enterprise Controller to manage the Parking Enterprise Fund’s financial operations, including preparing the divisional operating budget, year‑end audit work papers, overseeing billing and receiving systems, supervising financial personnel, and providing strategic financial planning. The position reports to the Department of General Services, with potential realignment to Finance for broader oversight.
Essential FunctionsFinancial management of the Parking Enterprise Fund covering budget preparation, audit coordination, billing system oversight, and strategic financial planning.
Key Responsibilities- Develop the annual operating budget, prepare year‑end audit work papers, monitor capital improvement project expenditures, and provide strategic financial guidance.
- Analyze and prepare financial statements (net position, revenues, expenses, changes in net position, cash flows) with accompanying notes.
- Ensure compliance with US GAAP and Governmental Accounting Standards.
- Serve as the primary contact for internal and external audits, coordinating document requests and implementing audit recommendations.
- Create financial analyses, dashboards, and management reports to support decision‑making and operational planning.
- Supervise and evaluate accounts payable, accounts receivable, and customer service personnel; establish goals, coach teams, foster collaboration, and implement cross‑training.
- Improve processes for productivity while maintaining internal controls; develop policies, standard operating procedures, and encourage continuous improvement.
- Manage billing systems and customer service functions, implementing technologies to enhance billing accuracy and customer satisfaction while ensuring timely, accurate revenue recording.
- Reconcile bank activities with the financial system regularly and resolve differences.
- Provide leadership on departmental and special projects; contribute to strategic plans, policies, and goals; participate in committees and teams.
- Coordinate departmental services, administer operation units, develop unit and departmental budgetary requirements, and direct special projects.
Bachelor’s degree (or equivalent) and broad knowledge in a professional or technical field. Minimum five (5) years of accounting experience.
Required- Five (5) years of experience in accounting.
- Working knowledge of U.S. GAAP.
- Municipal or governmental accounting experience.
- Excellent verbal and written communication.
- Ability to work under pressure and meet intensive deadlines.
- Strong attention to detail and capacity to manage multiple concurrent tasks.
Monday–Friday, 8:00 AM – 5:00 PM (40 hours per week).

Employees hired October 5 2010 or later and part of the City of Norfolk Retirement System contribute 5 % of salary to retirement benefits. Employees hired January 1 2022 or later and part of the Virginia Retirement System also contribute 5 %.
Tuition Assistance ProgramThe program encourages employee development. Permanent full‑time, permanent part‑time, and other eligible employees with six months continuous service may apply. Enrollment must be at an accredited institution.
