The City of Norfolk’s Department of Utilities, a regional water purveyor and municipal wastewater collection service provider, is seeking a dynamic and professional Engineering Manager to lead the Engineering and Technology Division. The Division is staffed with 49 engineers, engineering technicians, construction inspectors, programmer analysts, and support staff who געד provide engineering and technology support. The Department of Utilities operates over 135 wastewater pump stations, 700 miles of gravity sewers and force mains, over 900 miles of water pipelines, two water treatment plants, associated raw water pumping facilities, and eight reservoirs.

Essential functions include but are not limited to:

This position will manage a $90 million annual Capital Improvement Program for water and sanitary sewer improvements from project planning through design and construction. The position also provides engineering expertise and technology support to the operational divisions. Additional responsibilities include representing the Department of Utilities to other City Departments, private utilities, state regulatory’O agencies, and local governments.

The Engineering Manager
  • Administers the CIP by planning and analyzing needs and resources; directing professional and technical staff to address these needs; negotiating contracts, change orders, and professional services agreements; preparing budgets, estimates, and project justifications.
  • Provides technology support for GIS, SCADA, computer hardware, and software to the Department.
  • Provides technical guidance to the Department by analyzing issues, requirements, and resources; preparing reports, project scopes, cost estimates; and making recommendations to senior management.
  • Performs the full range of human resources management from hiring new employees to performance evaluations, disciplinary actions, mentoring, training, and other developmental activities.
  • Works with other City departments to assist with City initiatives such as quality and continuous improvement; staffing and organizational redesign; and strategic planning.

Work requires specialized knowledge in a professional or technical field. Work requires a professional level of knowledge of a discipline equivalent to that which is acquired in a Master's degree-level of study. Ten years experience in Civil Engineering or Utilities.

The desired candidate will possess the following
  • Degree in Civil Engineering (Master’s degree desirable)
  • Experience in supervising engineers, engineering technicians, field inspectors, and programmer analysts
  • Experience with state and municipal government contracting requirements

Valid Driver's License

Virginia Professional Engineer's License
