Position: Total Ship Readiness Assessment (TSRA) Agenda Builder

Overview

THOR Solutions is actively seeking a Data Analyst to support Total Ship Readiness Assessment (TSRA) Agenda Building efforts at the Commander, Naval Surface Forces, Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in Norfolk, VA
. In this role, the candidate will provide expertise and services to support the maintenance, modernization, and engineering of surface vessels.

This position is associated with an upcoming contract that THOR is pursuing, with an estimated award/work start around the first week of September 2025. We are conducting preliminary, “contingent” hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.

Typical Responsibilities

• Function as primary lead/interface with COMNAVSURFLANT to support conducting analysis, review, or discussion of fleet maintenance programs and initiatives as they relate to the TSRA Visit Agenda Building process and TSRA Visit Program in general.
• Conduct weekly review of TSRA visit schedules.
• Initiate TSRA Visit Agendas prior to schedule TSRA visit.
• For ship visit assigned, generate Preliminary, Final, and Amended TSRA Visit Agenda, and coordinate with Assessment Director (AD) as required. Provide quality assurance check for data accuracy prior to forwarding to the AD.
• Forward approved Final TSRA Visit Agenda assessment tasks with CMP assignments to SURFMEPP for generation of MM0001 file and upload into VSB.
• Consolidate approved Final/Amended TSRA Visit Agenda to include SURFMEPP, and A-coded JSNs to the AD in accordance with the TSRA Instruction.
• Generate MM0001 file and upload into VSB from approved Final/Amended TSRA Visit Agenda for those assessment tasks without CMP assignment.

Location

Onsite in Norfolk, VA.

Travel Requirements

Up to 25% travel is anticipated, to CONUS and OCONUS locations, dependent upon customer requirements and schedule.

Typical Physical Activity

Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches), speaking or vision.

US Citizenship Required

Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Existing Security Clearance Required

This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance. A candidate with especially strong, relevant experience but no active security clearance may still be considered, but work start would be dependent upon a new Secret clearance being awarded.

Typical Knowledge, Skills, and Abilities

• High School diploma, GED, or equivalent.
• Two (2) years (within the last two (2) years) utilizing 3M system software.
• Two (2) years (within the last two (2) years) of experience in US Navy HM&E or C5I equipment.
• Two (2) years (within the last two (2) years) of experience with the US Navy Supply System and Navy 3M as it relates to parts acquisition, ordering, and research (R Supply).
• Two (2) years (within the last two (2) years) of experience with U.S. Navy shipboard configuration management, especially in the review and validation of shipboard configuration.
• Familiarity with Navy Surface Ship Configuration Databases; how to access data content, download information, types of data available in each database, and how each database is kept updated.
• Proficient with common productivity software, including the Microsoft Office suite.
• Excellent communication skills.
