The City of Norfolk Department of Parks & Recreation is seeking a Recreational Specialist to assist in planning, implementing and evaluating recreational programs and daily activities of the center. The role involves managing center operations, providing assistance to employees, evaluating programs, interacting with children, adults and seniors, directing volunteers and part‑time employees, and contributing to the cultural growth of individuals. Norfolk’s Parks & Recreation has received national accreditation from the Commission for Accreditation of Parks and Recreation Agencies, ensuring quality services for residents.
EssentialFunctions
- Assist in planning, implementing, and evaluating recreational programs and daily activities.
- Serve on committees for planning and marketing events.
- Assist in managing facility operations and aid employees; interact with children, teens, adults, and seniors.
- Participate in activities, provide informational materials, and direct volunteers and part‑time employees.
- Manage daily operations: schedule and monitor volunteers, compile figures, prepare reports, authorise permits, and collect program and facility rental fees.
- Respond to citizen inquiries and contribute to the growth of youth, teens, adults, seniors, and volunteers.
- Market the recreation program by distributing flyers, announcements, and submitting press releases.
- Perform related administrative responsibilities and provide input on purchases.
Work requires knowledge in a specific vocational, administrative, or technical field, which may be obtained with six months to one year of advanced study or training beyond high‑school equivalency. Six months of relevant experience is required.
Preferred Education/Experience- Associate’s degree in Recreation and Tourism, Physical Education, or a closely related field.
- At least one year of experience in recreation and leisure activities.
- At least one year of experience working with youth, teens, adults, or seniors.
- Valid driver’s license.
- First Aid and CPR certification.
Monday to Sunday; 6:00 a.m. – 12:00 a.m.; not to exceed 40 hours per week; flexible hours. Will apply including weekends, holidays, and special events.

If hired October 5, 2010, or after, the City of Norfolk Retirement System applies: 5% salary contribution (pre‑tax payroll deduction).
If hired January 1, 2022, or after, the Virginia Retirement System (VRS) applies: 5% salary contribution (pre‑tax payroll deduction).
Tuition Assistance ProgramEstablished to encourage employee self‑development. Permanent full‑time and permanent part‑time classified, unclassified full‑time special projects, and constitutional employees who have completed six months continuous service may apply. The enrolled institution must be accredited.
