The City of Norfolk's Department of Utilities is seeking a qualified Construction Inspector III within the Field Engineering Branch of the Engineering and Technology Division. This person will be responsible for overseeing construction projects involving water and wastewater systems, documenting work performed, monitoring compliance with construction documents and regulations, and interfacing with contractors, citizens, and city representatives. Performs other duties as required.
Responsibilities- Manages construction projects by visiting and inspecting job sites, ensuring compliance with plans and specifications, reviewing and interpreting plans, specifications, and contracts, monitoring project status, resolving problems, meeting with engineers, consulting with inspectors regarding contractor claims, attending construction and progress meetings, reviewing design changes and conducting final inspections.
- Performs project administration by reviewing process payment applications, reviewing invoices for accuracy, conducting progress meetings, coordinating projects with utility companies and other agencies, providing information to citizens, homeowners, contractors and other city agencies, preparing correspondence, evaluating existing street conditions, developing reconstruction plans, evaluating cost estimates, managing budgets and accounts and generating project documentation.
- May supervise personnel by providing inspectors with project plans, specifications and product information, scheduling and assigning work and providing information and advice.
- Serves as a senior inspector within Field Engineering. Project assignments will typically be of higher complexity than those assigned to other inspectors. Will assist in training new inspectors and be assigned additional collateral duties such as safety coordinator, training coordinator, etc.
- Performs on-site inspections by reviewing utility cuts, roadway conditions, curbing and sidewalks at various locations, coordinating performance testing, and reviewing pavement conditions and determining compliance with City and erosion and sediment control standards.
- Performs other duties by responding to complaints, performing research, compiling information, preparing reports, reviewing emergency conditions, and inputting updated data.
- Two-year associate degree, diploma or equivalent in a vocational, administrative, or technical field (college, technical, business, vocational, or correspondence school)
- Three years' experience
- Virginia Certification in Erosion and Sediment Control Inspection
- OSHA 10 Certification (desired)
- Valid Driver's License
Monday through Friday; 7:00 a.m. to 3:30 p.m.

Salary & BenefitsThis position is eligible for a one-time $5,000 signing bonus.
Work ScheduleThis position is designated as an 'Essential' position and you may be required to work extended, rotating, after hours, weekends, and/or holiday shifts in response to emergencies and severe weather.
