Role Summary
We are seeking a seasoned Delivery Head to lead end-to-end delivery across the Signaling, Subscriber, and Policy domains within Cloud-based Core Telecom Networks. This individual will be responsible for driving operational excellence, client satisfaction, and profitability for global engagements with the world’s largest Communication Service Providers (CSPs).
The ideal candidate brings deep technical command of Core Network architecture, a proven ability to lead large-scale delivery organizations (1000+ people), and strong financial acumen to own P&L outcomes. This is a high-visibility leadership role requiring someone who can operate at the intersection of technology, business, and people management.

Domain Focus
The Delivery Head will have direct accountability across the following Core Network domains:
Signalling:

- Diameter, SIP, SS7/SIGTRAN, STP/DRA platforms – handling signaling traffic management, routing, and interworking across 4G/5G networks.
Subscriber:

- HSS, UDM, UDR, AUSF, and subscriber data management platforms – ensuring seamless provisioning, authentication, and profile management for millions of subscribers.
Policy:

- PCRF, PCF, and policy control frameworks – managing QoS enforcement, charging rules, network slicing policies, and real-time policy decisioning.

Large-Scale Delivery Leadership:

- Demonstrated experience managing delivery organizations of 1,000+ engineers across multiple geographies, handling complex, multi-year telecom transformation programs.
People Leadership:

- Proven track record as a people leader – building high-performance teams, developing talent pipelines, driving succession planning, and fostering a culture of ownership and accountability.
Deep Technical Expertise in Core Networks:

- Hands-on understanding of 4G/5G Core architecture including Signaling (Diameter, SIP, SS7), Subscriber Management (HSS, UDM), and Policy Control (PCRF, PCF). Must be conversant with Cloud-native / NFV / containerized deployments.
Financial Acumen:

- Experience owning P&L for delivery operations, managing multi-million-dollar budgets, driving profitability through cost optimization, resource efficiency, and commercial governance.

Key Responsibilities
Delivery Leadership & Execution

• Own end-to-end delivery of Core Network solutions (Signaling, Subscriber, Policy) for global CSP clients, ensuring on-time, on-quality, and on-budget execution.

• Oversee large-scale telecom programs across multiple geographies with a team of 500+ engineers.

• Ensure timely, quality delivery of OEM products and services to end customers, including the world’s largest CSPs.

• Leverage client relationships and delivery position to grow the organizational sales pipeline in Core Network domains.
Strategic Planning & Governance

• Define and continuously improve delivery strategy aligned with business objectives and market trends in the Core Network space.

• Establish governance frameworks, KPIs, and reporting mechanisms for delivery operations.

• Build and maintain strong relationships with clients, OEM partners (Ericsson, Mavenir, Cisco, etc.), and internal leadership.

• Manage escalations proactively with structured communication and resolution frameworks.
People Leadership & Talent Development

• Lead, mentor, and inspire cross-functional delivery teams, fostering a high-performance, outcome-oriented culture.

• Build robust talent pipelines and succession plans for critical delivery roles.

• Drive employee engagement, retention, and capability development across the delivery organization.
Operational Excellence

• Drive transformation initiatives including resource optimization, cost control, and process improvements to maximize productivity and efficiency.
