Superintendent - Light Department

Classification:Exempt, Non-Bargaining Unit

Reports To:
Director of Public Service

Job Summary:

This position is accountable for overseeing the operation and maintenance of the City's Light Department. The employee in this position provides direction to the Assistant Superintendent, Foremen and Asst. Foremen and will manage, direct, and control all activities, operations, personnel, and equipment associated with or pertaining to the Light Department. They will develop an annual budget and maintain the City electrical distribution system within that budget.

They will assist in resolving customer complaint issues and ensure adherence to the collective bargaining agreement with employees and the Union.

Job Duties & Responsibilities:

• Plan, prioritize, assign, supervise, and review the work of staff responsible for providing maintenance services including.

• Schedule and coordinate activities of personnel to best serve the needs of the electrical customers of the City.

• Trains, develops, and evaluates personnel.

• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for needed equipment and materials; monitor and control expenditures.

• Oversee and review the purchasing of supplies and equipment.

• Recommends major capital purchase for the department.

• Designs the electrical distribution system, including the selection of the equipment to be installed.

• Prepares the specifications for the purpose of competitively advertising for operational and system equipment, supplies, and services.

• Establishes the rates to be charged for electrical services.

• Negotiates the contracts and easements required to permit the efficient operation of the Light Department.

• Prepares reports required by regulatory government agencies.

• Aids the Law Director in the preparation of legislation pertaining to the operations of the Light Department.

• The training of a replacement Assistant Superintendent of Light Department prior to the retirement of the Superintendent of Light Department

• Arrange for and schedule for maintenance of department facilities, vehicles, equipment, and materials.

• Respond to citizen inquiries and complaints; recommend corrective actions as necessary to resolve complaints.

• Monitor, document, and review work performed by contractors on behalf of the city.

• Maintain daily records of equipment, personnel, and materials use for each maintenance project.

• Reports as needed "on call" for weather-related and other emergencies and coordinates with Light Department personnel.

• Oversees a substation inspection schedule and directs the Assistant Superintendent to carry it out.

• Instructs the Assistant Superintendent, Foremen, and Assistant Foreman on any work to be performed to construct or repair a substation or any of its associated equipment.

• Notifies and schedules power outages with customers when necessary.

• Oversees the repairs or replacement of major equipment such as but not limited to:

- Regulator bypass switches

- Circuit breaker reclosers

- Circuit breaker relays

- Traffic light controllers

- Potential and Current transformers associated with high voltage metering.

- Vacuum circuit breakers

- Automatic throw-over and sectionalizing switches

- Voltage regulators

- Voltage regulator controls

- Motor and gang operated air- break switches

• Provides a safe work environment for employees through development of training programs, maintenance of Materials Safety Data Sheets, and supervision of proper use of safety equipment.

• Supervise personnel within the requirements of the collective bargaining agreement.

• Maintains communication with the electrical supply entity.

• Oversees and directs the lineman apprentice program.

Knowledge, skills, and abilities:

• Knowledge of principles and practices of supervision.

• Knowledge of materials, methods, practice, equipment, and tools used in construction, maintenance, and repair activities of electrical distribution systems.

• Knowledge of policies, standards, and procedures pertaining to the construction, maintenance, and repair of electrical distribution systems.
