Operations Manager, Employee Relations
The Administrative Services Manager is responsible for leading and integrating administrative, financial, and people-support functions at the plant level. The role serves as a key partner to plant leadership by managing office operations, vendor services, recordkeeping and compliance. The role assists with accounts payable, accounts receivable, human resources, safety, training, and employee relations. The primary objective is to enhance operational efficiency by ensuring regulatory, process, and policy compliance in support of production and workforce needs while delivering a positive employee experience aligned with company values and business objectives.
The position serves as a key liaison between plant operations, corporate functions, and the workforce.
- Serve as a part of the plant-level leadership team, with dotted line accountability and day-to-day direction from the Plant Manager
- As applicable, lead and supervise plant administrative staff, establishing priorities, performance expectations, and development plans
- As applicable, oversee plant-level Accounts Payable and Accounts Receivable, ensuring accurate, timely processing, cost control, and compliance with internal controls
- Manage general office operations, purchasing, records management, document control, administrative systems, and internal communications
- Partner with plant and corporate leadership on employee engagement initiatives, retention strategies, change management initiatives, and communication efforts within the plant
- Coordinate and support human resources functions, including onboarding, personnel records, timekeeping, benefits administration support, and policy implementation
- Partner with plant leadership on employee relations, including issue resolution, disciplinary processes, investigations, and communication of policies and expectations
- Lead and assist in recruiting efforts to source all labor including temporary, direct, and indirect, and aid in forecasting workforce needs to maintain adequate staffing levels
- Support and coordinate safety programs, training documentation, audits, and compliance reporting in collaboration with EHS and operations teams
- Coordinate training programs, including tracking required certifications, onboarding training, and ongoing workforce development
- Serve as the primary administrative liaison between the plant and corporate operational support departments including Finance, HR, IT, EHS, Sales, Customer Service, etc.
- Support regulatory, customer, and internal audits by maintaining accurate documentation and records, electronically or otherwise
- Assist plant leadership with reporting, budgeting, vendor management, and special projects
- Promote a culture of safety, accountability, teamwork, and continuous improvement
Required Qualifications
- Bachelor’s degree in Business Administration, Management, Human Resources, Accounting, or a related field; or equivalent combination of education and experience
- Minimum of 2-3 years of progressively responsible administrative or operations experience, preferably in a manufacturing, industrial, or high-production environment
- Proven ability to handle sensitive employee matters with professionalism and confidentiality
- Knowledge of payroll processes, experience with AP/AR and basic financial controls
- Working knowledge of HR administration, employee relations, and compliance requirements
- Willingness and ability to work on-site, actively engaged in daily plant activities
- Experience supporting or coordinating safety and training programs
- Strong leadership, organizational, and problem-solving skills
- Proficiency with Microsoft Office and business systems (ERP, HRIS, or similar platforms)
- Effective written and verbal communication skills
Preferred Qualifications
- Supervisory or management experience leading administrative or cross-functional teams
- Familiarity with OSHA and other manufacturing-related safety standards/requirements
- Experience partnering with corporate HR, Finance, and EHS teams
- Knowledge of payroll processing and timekeeping systems
- Lean, continuous improvement, or process optimization experience
