Position: Plant Operations Manager 3

Overview

Plan, provide and supervise maintenance for the entire facility which includes developing and implementing a preventative maintenance program, planning major maintenance and remodeling projects, contracting for repairs, and supervising maintenance staff and offender crews.

Responsibilities
  • Plan, provide and supervise maintenance for the entire facility, including development of a preventative maintenance program.
  • Plan major maintenance and remodeling projects, estimate material costs, order materials, and apply for necessary permits, variances and/or approvals.
  • Contract for repairs by outside contractors, inspect work, sign off on completed projects, and approve project payments.
  • Supervise maintenance and repair of institution heavy equipment, snow removal equipment, and small engine lawn and garden equipment.
  • Supervise testing, maintenance and repair of institution emergency generators, transfer switches, UPS systems, batteries and fuel tanks.
  • Supervise and monitor the operation of the building automation system; ensure alarms are responded to by appropriate staff, optimize energy efficiency, keep software/firmware up to date, and maintain routine backups of system programming.
  • Oversee maintenance and repair of institution electronics (cameras, recording equipment, radios, fire control panels, security control panels, electronic doors and gates, offender systems, WIFI, scanners, detectors, and related controls and PCs).
  • Oversee maintenance and repair of heating, ventilation, air conditioning and refrigeration systems (boilers, chillers, heat pumps, makeup air units, exhaust fans, cooling/heating equipment, pumps and controls).
  • Oversee maintenance, testing and repair of the facility fire protection system (sprinklers, valves, pumps, back flow prevention, dampers, etc.).
  • Oversee maintenance, repair and operation of domestic water and wastewater systems (water softeners, booster pumps, chemical treatments, sampling, grinders, and chemical/salt ordering).
  • Oversee general maintenance and repair of facility buildings and grounds across two sites, including buildings, land, parking lots, sidewalks, fences, gardens, lighting and items specific to a correctional environment.
  • Supervise subordinate personnel including Correctional Trades Leaders, Power Plant Engineers, Electrician and Electronic Engineer; prioritize and assign work; inspect, instruct, and evaluate performance; approve vacations and other leave.
  • Make recommendations in hiring, promotion, staff development, discipline and dismissal.
  • Supervise maintenance staff and offender work crews; ensure staff hire, train and supervise a full work crew to perform assigned tasks (building maintenance, painting, electrical, plumbing, carpentry, welding, roofing, concrete, fencing, drywall, etc.).
  • Maintain offender time records, evaluate offender performance and counsel on job-related problems; update offender hiring and generic notes in ICON as needed.
  • Ensure all state and federal code requirements are followed and reporting is submitted in a timely manner for systems such as sprinkler/backflow, fire alarm, boiler inspections, generator emissions, site air quality, underground fuel tanks, x-ray equipment testing, gas and water meter calibration, and other systems as needed.
  • Enforce rules and regulations for the entire offender population; write disciplinary reports as needed.
  • Assist other departments with institution security and assist Security in the event of an escape.
  • Participate as a member of the institution management team by attending regular meetings, assisting in staff interviews, and reviewing policies and procedures.
  • Monitor tool control in maintenance and power plant areas; implement OSHA, EPA, DNR, NFPA, NIC and ACA standards.
  • Ensure all projects and tasks comply with applicable jurisdictions; inspect work sites daily for safe and sanitary conditions; ensure proper personal protective equipment and safety training are in place.
  • Work on an on-call basis to respond to institutional maintenance needs by assisting staff, returning to the institution, or coordinating staff to correct situations.
  • Monitor energy consumption, fuel use, tool and material usage, and maintain adequate inventory for normal facility operation; maintain an annual contract with local utility for natural gas transportation and supply.
Qualifications

Ten years of full-time diversified skilled trades experience
, two years of which were at the managerial level in construction, maintenance and repair of buildings; or experience in operations, maintenance and repair of mechanical and electrical equipment for commercial power, heat and refrigeration; or ten years of full-time experience in technical inspection of commercial/residential buildings for code compliance; or ten years of full-time technical experience in preparing engineering/architectural plans for commercial/residential buildings;

or an equivalent combination of education and experience substituting 30 semester hours for each year of required…
