Responsibilities
- You will assist in the development of the Newport Division Human Capital Strategy and is responsible for the implementation of new strategies.
- You will discuss proposed policy changes with HR Managers, Department Directors, employee organizations and Command to get their reactions, opinions and recommendations.
- You will represent the Command and have authority to speak for them on HR matters to local employee organization officials, regional and national union representatives, and to officials in private industry.
- You will ensure program laws and regulations are followed; programs and resources are protected from waste, fraud and mismanagement; and programs achieve desired results.
- You will ensure program resource use is consistent with the Department of the Navy (DoN) mission; and reliable and timely information is obtained, maintained, reported and used for decision-making.
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR .
- Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development;
ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization. - Additional qualification information can be found from the following Office of Personnel Management web site:
