Overview
GENERAL STATEMENT OF RESPONSIBILITIES Under general supervision, this position is responsible for managing the Department's training program to include facilitation, assessing needs, developing curriculum, and ensuring program compliance with mandatory standards. Reports to the Administrative Services Supervisor.
Essential Job Functions- Develops, coordinates, and conducts training curriculum based on training needs to include regulatory, professional, leadership and skill development programs for departmental employees.
- Conducts training assessments and surveys to measure training program effectiveness.
- Researches state and federal laws and regulations for changes or updates to employer-mandated training requirements. Ensures that state mandated training is scheduled and completed as required; disseminates training information as needed.
- Supports recruitment efforts for the department.
- Maintains, collects and updates various training materials including multi-media.
- Maintains a training database to monitor and document training and attendance; produces statistical reports as requested. Recommends improvements to training and tracking systems.
- Assists with training budget preparation and monitoring, purchasing and financial transactions, payroll, selection processes, career counseling, human resources responsibilities, prioritizing and assigning work and related activities.
- Performs other duties as assigned.

Required Knowledge- and#149;
Education and Training** - Knowledge of the principles, techniques and methods of adult education and training to include methods for developing training outlines and employee development programs. Knowledge of group dynamics and team building as applied to group training. - and#149;
Human Resources** - General knowledge of human resources recruitment and selection processes, and utilization of an enterprise resource planning (ERP) system. - and#149;
Payroll** - Knowledge of payroll methods, practices, and terminology to ensure accuracy and appropriateness of all transactions and compliance with the Fair Labor Standards Act (FLSA) and applicable labor laws. - and#149;
Customer Service** - Considerable knowledge of principles and processes for providing customer service. This includes meeting quality standards for service.

Computer Skills** - Utilizes a personal computer with word processing, spreadsheet, and related software to effectively complete a variety of administrative tasks with reasonable speed and accuracy. - and#149;
Critical Thinking** - Uses logic and reasoning to understand, analyze, and evaluate complex situations and research information to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to the training needs identified. - and#149;
Interpersonal Relationships** - Develops and maintains cooperative and professional relationships with employees and all levels of management to include representatives from other departments and organizations.

Time Management** - Ability to plan and organize daily work routine. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules. - and#149;
Communication** - Excellent ability to communicate ideas and proposals effectively to diverse audiences to include preparing and conducting training, preparation of reports, and policies. Excellent ability to listen and understand information and ideas presented verbally and in writing. Ability to handle a variety of issues with tact and diplomacy and in a confidential manner. - and#149;
Financial Management** - Ability to perform arithmetic, algebraic, and statistical applications to perform basic statistics, budgeting, purchasing and financial calculations.
