Overview
The City of Newport News Waterworks Department is seeking a Utility Pipeline Inspector, Senior to inspect construction and maintenance work on the municipal water distribution system. Under limited supervision, this position ensures contractor compliance with Waterworks Distribution Standards, project plans, and applicable regulations. The role reports to the Utility Pipeline Inspector Supervisor and works closely with contractors, utility locators, and City staff.
Responsibilities- Perform initial, follow-up, and periodic inspections of water system construction projects.
- Coordinate and participate in pre-construction meetings; review plans, materials, and contractor licensing.
- Verify field changes and revise drawings to reflect as-built conditions.
- Perform and document testing, including soil testing, pressure testing, flushing, and disinfectant sampling.
- Maintain accurate inspection records, logs, and documentation.
- Locate and assist with identifying and marking pipelines, service laterals, meters, and related appurtenances.
- Review contractor compliance with specifications, standards, and contractual requirements.
- May serve as a lead worker and perform other duties as assigned.
- Water pipeline construction methods, inspection techniques, and testing procedures
- Applicable safety standards, occupational hazards, and traffic safety regulations
- Customer service principles related to public infrastructure work
- Proficiency with computers, including word processing and spreadsheets
- Strong interpersonal and communication skills
- Ability to plan, organize, and manage time effectively
- Ability to prepare clear, detailed written inspection reports
- Sound judgment and decision-making skills
- Ability to communicate effectively verbally and in writing
- Ability to perform mathematical calculations related to inspection and testing work
- Bachelors degree in Engineering or a related field and 3-5 years of related experience
- OR
- An equivalent combination of education and experience
- Valid drivers license with an acceptable driving record
- Satisfactory pre-employment medical evaluation
- Acceptable background check (local and state criminal history)
- Light to moderate physical activity, including stooping, kneeling, crouching, and lifting (10-20 lbs.)
- Work performed outdoors and may involve exposure to weather, traffic, construction sites, confined spaces, machinery, water hazards, and hazardous materials
- Ability to perceive visual and auditory cues and communicate orally
