Introduction

Position Highlights- Full Time, 40 hours per week

DOT Headquarters, Newington, CT (travel required)
As a key leadership position, the Transportation Planning Director supports the Bureau Chief and operates two offices:
Roadway Information Systems Office and Program Development and Forecasting Office. Responsibilities include directing programs, managing state planning and research funds, building relationships with agencies, ensuring compliance, technical advising, budgeting, and leading strategic initiatives.
- Set goals and objectives for multiple programs
- Direct and coordinate activities across bureau offices
- Manage State Planning and Research funds
- Build and maintain relationships with local, regional, state, and federal agencies
- Ensure timely and fiscally responsible compliance with all state and federal requirements
- Serve as technical advisor on department plans and policies
- Prepare and monitor office budgets
- Oversee plan development in alignment with Bureau, Department, state, and federal policies
- Lead implementation of the Agency’s Strategic Plan and business intelligence initiatives
- Drive cross‑functional alignment, performance measurement, and continuous improvement efforts
- Ten (10) years of professional experience in transportation, urban, regional, or environmental planning or engineering project management
- At least two (2) years of managerial experience in a major transportation planning or engineering project management role
- Knowledge of state and federal transportation funding programs, planning, and related laws & regulations
- Strong management principles and practices; proven ability to lead interdisciplinary teams
- Excellent written and oral communication skills
- Experience with strategic planning, performance measurement, and data analytics
- Leadership experience in transportation planning sector
- Experience leading multidisciplinary teams to deliver projects or programs
- Experience with organizational and staff development
- Experience with legislative and government budgeting processes
- Proven stakeholder collaboration and relationship management
- Negotiation experience and complex issue management
