Newington, CT - Eligible for telework after a successful test period, per the Telework Policy.
The Associate Accountant reports to the Supervising Accountant, FMS Division, Office of Public Transportation (Bus) unit.
Duties- Provide budget oversight of DOT’s $360 million Bus/ADA appropriation; forecast expenditures, update monthly budget reports, and create CORE budget journal entries.
- Perform annual financial reviews of transit district operators; compare state audit reports with CORE expenditures, create review outcome reports, and respond to external audit requests.
- Monitor, coordinate, and assist in the payment of public transportation operators and consultants; create purchase orders and requisitions, ensure compliance with agreements, maintain project spreadsheet drawdowns, and run CORE queries.
- Assist with annual and biennial budget creation and project closeouts.
- Establish and maintain bus unit policies and procedures; provide staff training; input for staff annual service ratings; may lead lower‑class employees.
- Assist the Supervising Accountant with year‑end closeout activities.
- Other job duties as assigned by the Supervising Accountant.

Minimum Qualifications- Seven (7) years of experience in accounting or auditing.
- One (1) year of that experience must be at the level of an Accountant, Auditor, or Accounts Examiner with independent analysis and judgment.
- College training in accounting or a closely related field may substitute for up to 4 years of experience based on semester hours.
- A Master’s degree in accounting may substitute for one additional year of experience.
- Certification as CPA or CIA may substitute for one year of experience.
- Experience creating and running complex CORE queries.
- Experience with Excel spreadsheets, pivot tables, and formulas.
- Experience with CORE‑CT Financials procurement contracts, e‑procurement, and commitment control.
- Experience communicating with various levels within a state agency.
