You will work with suppliers, stakeholders, and NHS organisations to ensure the successful integration of systems that support the NHS workforce, with experience across Oracle HCM, Microsoft Azure Cloud, Power
BI, Fabric, and Service Now in line with NHS standards and user needs.

- As Data Migration Assurance Manager, assure the supplier's strategy, design, and implementation of data migration activities across multiple migration waves, ensuring readiness, compliance, and successful delivery.
- Assure data migration strategies and plans, including GDPR compliance and data quality, including migrations from Oracle E-Business Suite to Oracle HCM and from 3rd party applications to HCM.
- Collaborate with suppliers, user organisations, and third parties to ensure readiness and smooth execution.
- Lead assurance activities across planning, execution, and post-migration reviews; manage reporting requirements and contribute to governance boards.
- Matrix manage and develop a team of Senior Technical Analysts.
- Support continuous improvement and stakeholder engagement across the programme.
- Work as part of the permanent programme team with migration activities expected to run until 2030.
- Report to the Solution Assurance - Data Migration Management Lead and be part of the Solution Assurance team.
- Assure the Supplier's overall data migration strategy and event-specific strategies, including remediation plans and actions for each migration event or wave.
- Ensure data quality, data retention, and archive practices align with industry standards and regulatory requirements.
- Contribute to migration planning and scheduling, including selection of User Organisations for migration against predefined criteria.
- Coordinate with Supplier, User Organisations, and third parties to satisfy readiness criteria and migration event outcomes.
- Provide input for programme boards, governance boards, migration scheduling, and related materials.
- Evaluate readiness and success criteria against outcomes for each migration event; ensure national and local reporting requirements are met throughout the transition period.
- Collaborate with stakeholder groups, Programme teams, NHSBSA Corporate and Enabling Services, and external assurance partners.
- Line manage colleagues within multi-disciplinary teams, enable performance, set objectives, and conduct appraisals and development planning.
- Participate in recruitment and selection, support capability development, and maintain talent pools to meet changing needs.
- Make decisions within own area and across teams, allocate workloads, manage resources, and contribute to forward planning.
- Budget control in line with NHSBSA policies and regulations; plan and monitor resource estimates and learning and development budgets.
- Support a matrix approach with supplier teams, NHSBSA corporate teams, ESR Service team, Assurance Partners, enabling services, and wider programme teams.
- Collaborate with Programme Director, Deputy Programme Director, other leads, and the wider NHSBSA team to foster a collaborative culture aligned with NHSBSA values.
The NHS Business Services Authority (NHSBSA) is an Arm's Length Body of the Department of Health and Social Care. This programme is a major element of the NHSBSA Workforce Services transformation, replacing the legacy Oracle ESR with a new solution based on Oracle HCM SaaS. The role involves significant external engagement and stakeholder management at senior levels across DHSC, NHS England, NHS Wales, and the wider health and care system.
The programme aims to deliver improved customer experience and workforce planning across England and Wales.
