Contracted Technical Assessor (Secure Element Technologies – Smart Cards, eSIM, SSP)

Location: Remote (UK‑based), with UK and potential international travel

About UKAS

UKAS is the UK’s National Accreditation Body, responsible for assessing organisations that provide conformity assessment services. We ensure that accredited bodies operate to the highest standards of impartiality, competence, and reliability. Our work helps maintain trust across industries by confirming that assessment bodies apply standards correctly and consistently.

The Role

We are looking for experienced specialists in Secure Element technologies — including smart cards, eSIMs, embedded SEs and related secure platforms — to join our network of Independent Technical Assessors. This role is centred on conformity assessment, not compliance or product development. You’ll support UKAS Assessment Managers by evaluating whether certification bodies are correctly applying accreditation standards in laboratories or certification schemes involving SE technologies.

What

You’ll Be Doing
  • Assess certification bodies and technical teams working across secure element technologies including EMVCo Level 1 and Level 2, eSIM, SSP and related implementations.
  • Review and interpret technical documentation, test results and specifications such as EMVCo, ETSI TC SET and standards like TS 102 221.
  • Evaluate the competence of auditors and assessors involved in SE‑related conformity assessment activities.
  • Support Assessment Managers in understanding interfaces, protocols and procedures used in secure element provisioning and lifecycle management.
  • Assess emerging technologies such as Smart Secure Platform (SSP) and System‑on‑Chip (SoC) integrations.
  • Prepare impartial assessment reports and recommendations.
What We’re Looking For

Essential Experience & Skills

  • Hands‑on experience with EMVCo Level 1 and Level 2 testing.
  • Strong understanding of Secure Element technologies across telecoms, IoT, payments or embedded systems.
  • Familiarity with ETSI TC SET specifications and relevant standards (e.g. TS 102 221).
  • Experience with conformity assessment processes.
  • Ability to communicate complex technical concepts.
Typical Backgrounds
  • EMVCo Test Specialists
  • Secure Element / eSIM Engineers
  • Telecoms or IoT Security Engineers
  • Cryptographic Hardware Engineers
  • Lab Technical Managers specialising in SE or SoC environments

Freelance, subcontractor role with competitive day rates, including preparation and reporting time. Flexible and can be undertaken alongside other commitments.

Conflict of Interest

All assessors must declare any potential conflicts of interest.
