The Digital Product Manager will act as the primary business owner for multiple digital assets within Horizon, responsible for partnering in the development and implementation of the Digital Strategy vision. They will develop and deliver digital products and services for an assigned portfolio, working cross‑functionally to define the strategic roadmap and carry it through to the product backlog. They prioritize Horizon's investment in building capabilities to support and enable business and technology strategies, ensuring economic return on these investments and monitoring the effectiveness and efficiency of the delivery of the capability building initiatives.

Responsibilities
  • Manage the strategic product roadmap and build and prioritize a product backlog.
  • Support execution against the approved product roadmap and prioritize the product backlog of features; collaborate with Product Owners / Business Analysts to ensure Themes/Epics are broken down into workable user stories ready for developers.
  • Own the management and continual development of the assigned portfolio of digital assets; act as Product Manager in Agile projects by approving new features/functionality and serving as SME for the product(s).
  • Approve the work controls of the team, ensuring work items are agreed to and acceptance criteria are met.
  • Build strong strategic relationships with executive‑level business leaders and act as point of contact for cross‑functional collaboration.
  • Work with Marketing, Product, and Design teams to understand user experience and business pain points / hotspots.
  • Lead and guide business partners in the analysis, selection and implementation of technology and services.
  • Provide product capability assessment and direction to business partners in IT to support technology decision processes, driving decisions that increase efficiency and improve user experience.
  • Align with the Strategy and Architecture team to ensure decisions are consistent with the Architecture and Strategy roadmap.
Education
  • Bachelor's degree from an accredited college or university, preferably in Marketing, Information Technology, or a related field.
  • Master's degree preferred.
  • SAFE / CSPO / Pragmatic Marketing or other relevant industry certification preferred.
Experience
  • Minimum 5 years of experience in related digital product work, preferably in healthcare, financial services, consumer products or Information Systems.
  • Minimum 3 years of Product Management experience, including as Product Owner or Product Manager.
  • Demonstrated track record of cross‑functional relationship management.
  • Experience in the Healthcare Payer industry preferred.
Knowledge
  • Maintain knowledge of enterprise business plans and key developments in the industry and among competitors.
Skills and Abilities
  • Experience working within Agile environments using Scrum methodologies.
  • Significant track record within fast‑paced digital product management and development.
  • Hands‑on approach to all digital product management, including launching and optimizing products for mobile and desktop.
  • Experience managing and working with design, UX/UI, and developer teams.
  • Proficient in A/B (multivariate) testing and evidence of role as product champion.
  • Exceptional analytical, problem‑solving, and critical‑thinking skills.
  • Ability to articulate complex ideas, presentations, and plans simply and clearly at all organizational levels.
  • Ability to coach others on Agile processes and practices.
Travel
  • Occasional travel to vendor meetings, conferences, and other Horizon facilities.
