Role DescriptionArcadis is seeking a highly skilled and motivated Facilities Procurement Manager to support one of the most iconic and consequential infrastructure initiatives in the United States—the Gateway Hudson Tunnel Project (HTP). In this role you will provide administrative support to senior leadership, ensuring seamless operations and contributing to the overall success of the organization.
Key Responsibilities- Budget, plan, solicit, evaluate, negotiate, and award procurements for FF&E, office supplies, maintenance, and operations of the GDC facilities.
- Lead document management for procurements and ensure PMIS file retention for audit readiness.
- Maintain budgets for the operation and ongoing maintenance of the GDC facilities.
- Conduct cost/price analysis and market case estimating; provide supply‑chain insights on commodities, materials, and technology that may affect cost and schedule.
- Ensure MPA compliance with GDC procurement policies, applicable federal rules, and Task Order requirements; prepare documents for GDC authorizations.
- Execute purchasing in line with Task Criteria, manage the full purchase cycle to meet Work Plan deadlines, obtain pre‑approvals for reimbursable expenses, and comply with sales‑tax exemption procedures (NY Form ST‑120 and NJ Form ST‑3).
- Provide lease administration support, maintenance contract management, and restocking of office supplies; integrate utilities/Wi‑Fi and building security protocols with property management and third parties.
- Oversee logistics (delivery, staging, installation), acceptance, and close‑out of FF&E packages across GDC offices, PMOs, and CECs.
- Coordinate website hosting/security services, DNS/CDN/DDOS mitigation, and content updates as requested by Communications/NEPA teams.
- Maintain vendor rosters and performance KPIs; oversee invoicing, payments, and change‑order procedures for technology and FF&E vendors.
- Track reimbursable expenses against Not‑to‑Exceed limits and support milestone notices at 50%, 90%, and pre‑100% of Maximum Base Compensation thresholds.
- Ensure procurement data, budgets, and schedule impacts are visible via PMIS dashboards; contribute to monthly/quarterly reporting (cost, schedule, risk, change, and federal reporting inputs) and respond to FTA/FRA audits and internal process audits.
- Coordinate with Procurement, Finance, Sustainability, External Affairs, DBE/SBE, Legal, Safety & Security, and CTO offices to align acquisitions with program standards, DBE/SBE goals, accessibility (Title VI), and security frameworks.
- Bachelor’s degree in Supply Chain, Business, Public Administration, Information Systems, Engineering, or related field.
- 8+ years of experience in public‑sector or federally funded procurement with demonstrated acquisition leadership.
- Experience in cost/price analysis, market research, and vendor negotiations; proficiency with project controls/PMIS tools.
Skills and Abilities
- Working knowledge of federal grant compliance, FTA/FRA oversight, and documentation practices supporting audits.
- Hands‑on experience with Microsoft 365/Teams/SharePoint administration, helpdesk workflows, and technology rollout/change management.
- Familiarity with policy governance and contractor management.
- Strong stakeholder management, communication, and cross‑functional coordination skills.
- Prior work on major capital programs in transportation/rail or infrastructure.
- Knowledge of DBE/SBE program integration, Title VI accessibility support, and sustainability reporting frameworks that influence procurement decisions.
